Environmental Program Associate

The State of Wisconsin's Department of Agriculture, Trade and Consumer Protection (DATCP) is dedicated to protecting and promoting the state's agricultural industries and consumers. They are seeking an Environmental Program Associate responsible for upholding environmental laws and regulations, evaluating storage tank permit applications, and ensuring compliance with state and federal rules to protect human health and the environment.

Responsibilities

Evaluate all petroleum and hazardous liquid storage tank permit and registration applications
Determine the correct control measures and requirements needed to ensure compliance with applicable state and federal rules and regulations
Analyze leak detection data/reports/permits for tanks and lines, leak detector functionality, tank and line corrosion protection, overfill and spill containment
Collect and evaluate technical information to determine if the financial responsibility criterion has been achieved in accordance with state and federal regulations
Act as a data and administrative compliance resource for the registration and permitting regulation of flammable and combustible liquid storage systems
Communicate with retail and nonretail owners, state petroleum inspectors, lawyers, bankers, realtors, insurers, other government agencies, environmental consultants, and the general public
Work in conjunction with or make referrals to state petroleum inspectors and/or other state or local governmental agencies, and/or the Wisconsin Department of Justice to maintain or obtain administrative and operational compliance for a site
Cross train with other unit staff, and back up and support Weights and Measures licensing and credentialing functions

Required

Experience performing administrative tasks (e.g., answering phones, writing letters or reports, managing and maintaining records, using a scanner, etc.)
Experience assisting customers and/or stakeholders with questions by utilizing a variety of communication methods (e.g., phone, email, fax, in-person, etc.)
Experience handling sensitive/confidential information and/or documentation
Experience with computer programs, such as Microsoft Office Suite or similar (e.g., Word, Excel, Outlook, Teams, Zoom, Adobe Pro, etc.)
Possession of a valid driver's license or the ability to provide one's own transportation for work purposes
Must obtain and maintain Tank Inspector Certification within 12 months of hire

Preferred

Experience reviewing, checking, auditing work for quality and completeness
Experience with state statutes, administrative codes and environmental regulatory program
Experience in information and data management, including using database applications such as Win Wam and/or Customer Relationship Management (CRM) and proficiency working with Microsoft Excel
