Contract Specialist Level 2

The Metropolitan Transportation Authority is responsible for supporting procurements related to the MTA’s capital program. The Contracts Specialist Level 2 is tasked with managing the award of $2-3 billion in new construction contracts annually and overseeing contract management for approximately $5 billion in contracts.

Responsibilities

Supports Construction Contracts division staff with the award and documentation of construction-related contracts, including A+B and IFP contracts, A+B bidding, design-build, progressive design-build and public-private partnerships
Supports Construction Contracts division with researching, standardizing, and implementing standard and digital procurements across MTA C&D
Ensures the MTA C&D Contracts website is accurate and that procurements, bid results and contract awards are correctly displayed
As required, provide status updates on relevant procurement-related tasks and activities to senior management
Ensures that project files properly document the procurement and decision-making process to promote the efficient operation of the Contracts Department
Logs contract awards in a timely and accurate manner for easy tracking and reporting

Required

Bachelor's degree in Business Administration, Public Administration, Engineering, Finance, Government Contracting or a related field
Minimum of three (3) years related experience in contracts and procurement
Knowledge of public sector procurement management principles, government project administration, and government bid process
Knowledge of contract terminology, terms and conditions, procurement, and construction management (including the ability to interpret contract documents and schedules.)
Knowledge of relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations
Strong interpersonal, analytical, problem solving, organizational, negotiation and communication skills
Advanced knowledge and use of Microsoft Office Suite and document management software
