Responsibilities

This position will provide clerical - program support - and assistance in data collection - analysis and reporting
This position also entails understanding of the entire operation of Primary Care including detailed knowledge of the department programs - regulations - staff schedules and service requirements
The incumbent utilizes a high level of confidentiality for all material and information regarding patient care
Incumbent will assist professional staff in expediting reports from various sources - compiling and interpreting statistical data or maintaining databases used to drive key staffing - workload planning and other executive decisions
MAJOR DUTIES AND RESPONSIBILITIES: The incumbent is required to perform difficult duties using knowledge of complex subject matters - knowledge of policies and procedures and a thorough knowledge of office procedures
This position requires knowledge of matters concerning PC Services - including administrative - clinical and managerial
Incumbent is considered the subject matter expert for time and attendance keeping in PC Services - assists with troubleshooting any timekeeping issues and controls - and directs the activities of others in the unit who work with complex schedules
Develops new policy statements and reviews for compliance and accuracy
Receives and reviews regulations - directives and memoranda on administrative functions
Interprets such material and determines the extent - which the organization is affected - and advises operating officials
Oversee a variety of administrative programs - including the distribution and dissemination of incoming mail - internal control - records management - publication and forms management and timesheets
Perform office automation duties using such software applications as electronic mail - desktop publishing - calendar - spreadsheets - and database and/or graphics
Performs clerical or technical program support work to a variety of technical and/or program specialists in support of the line programs of an agency
Performs program support functions for one or more agency programs
Performs work involving the collection - compilation - and/or tracking of data and statistical information in support of an organization's program operation
Assists in the planning - review - and reporting of data/statistical results of program/project studies
Establishes protocols for incoming data - organizes computerized data sets - and retrieves computerized data
Manages and oversees PC Record Management - tracking for the Ongoing Professional Practice Evaluation (OPPE) - Focused Professional Practice Evaluation (FPPE) - and maintain Service Records
Serves as Primary Timekeeper for PC T&L - posting - schedules and filing - and back-up for other PC T&L Programs
Maintains the PC clinic scheduling and cancelation of appointments for providers
Performs clerical or technical supply support work necessary to ensure the effective operation of ongoing supply activities
Serves as the PC ADPAC managing computer access - train/assist new employees with computer - VISTA review bi-yearly - ADPAC training - employee clearance - Texas Tech Resident schedules
Performs inventory management related duties including elements of item management - material coordination - and inventory control

Required

One year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization
Knowledge of general office duties such as arranging conferences, meetings, routing mail, composing and typing correspondence, preparation, and maintenance of personnel forms, and organizing and maintaining files and manuals
Knowledge of patient confidentiality laws such as Health Information Portability and Accountability (HIPPA)
Knowledge and ability to utilize Microsoft products
Knowledge of computer applications/systems, including clear understanding, comprehension and successful use of all VHA clinical and safety data management tools, intranet, Veterans Health Information Systems and Technology Architecture (VISTA)
Knowledge of time and attendance keeping
Knowledge of standard procedures related to the analysis, collection, compilation, and/or tracking of data and statistical information with the ability to correctly report the findings
Must be an accurate typist and exhibit skill in transcribing and typing memorandums, forms, reports, etc., quickly and accurately
Knowledge of goals, priorities, administrative policy/procedures, and recurring reports
Excellent organizational skills, and be able to plan effectively and be adaptable and flexible
Must be able to cope with a variety of simultaneous unrelated tasks and to deal with frequent interruptions, demanding change of focus while remaining task and deadline oriented, and to effectively prioritize multiple tasks to meet strict timelines
Ability to type 40 words per minute (WPM)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social)
Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts, or driving an automobile, etc. No special physical demands are required to perform the work
