Government Relations & Policy Counsel

The American Medical Rehabilitation Providers Association (AMRPA) seeks candidates to fill the AMRPA Government Relations and Regulatory Policy Counsel. This position is responsible for developing and pursuing the Association’s policy agenda at the federal level, focused on health care issues of interest to the medical rehabilitation industry.

Responsibilities

Lead, in consultation with the AMRPA Board, President, outside counsel, and AMRPA staff team, the development and implementation of the Association’s annual policy priorities
Monitor, analyze, and evaluate relevant proposed health care legislation, federal rules, and state regulations, and recommend organizational positions
Draft testimony, letters, and regulatory comments with a focus on issues impacting the IRF field and related federal health care programs
Attend and report on select Congressional proceedings, as well as meetings of regulatory agencies and independent advisory bodies
Create and maintain strong relationships with health care and patient organizations and advocacy coalitions
Serve as Association’s representative in various Congressional, regulatory, and coalition meetings, and participate in other meetings as assigned
Draft articles for the Association’s weekly newsletter and other publications on issues in the Association’s dockets
Draft letters, memoranda, alerts, and reports for use within the Association as well as with outside entities
Review relevant business associate agreements and advise Association leadership staff on substantive amendments or member negotiations
Respond to inquiries from Association members and from the public
Attend and participate in Association meetings and conferences
Work with outside counsel and other contractors on regulatory and legislative issues impacting payment, coverage, and other IRF matters
Work with communications and other staff on press and media outreach on issues pertaining to the Association’s policy agenda
Assist with direction of AMRPA’s Political Action Committee and manage/oversee Association’s federal compliance filings, including lobbying disclosures and Federal Election Commission (FEC) reporting

Required

Graduate degree required (JD preferred; Master's degree in Public Policy, Public Health, Health Administration, and Political Science degrees will be considered)
Preferred minimum of four (4) years' experience working for a member of Congress, a relevant federal agency, health care trade association or health care-focused firm position on health care delivery issues and regulatory engagement
Advanced knowledge of the legislative and regulatory processes and existing relationships with policymakers overseeing IRF issues
Excellent interpersonal, verbal, and written communication skills and strong presentation skills
Analytical skills with the ability to assess strengths/weaknesses of proposals and make informed recommendations to the Association staff and Board
Proficiency with Microsoft Office Suite including Excel, Word, PowerPoint, and Outlook, as well as research tools pertaining to federal regulations and legislation

Preferred

Familiarity/experience with IRF-specific issues strongly preferred
Experience with contract review and negotiation strongly preferred
Research experience with data analysis helpful
