Risk Management & Emergency Services Specialist

NEOGOV is seeking a Risk Management & Emergency Services Specialist to oversee the county's emergency operations and risk management programs. The role involves maintaining emergency operations plans, providing training for emergency services, and developing safety programs to mitigate risks for Douglas County.

Responsibilities

Establishes, revises and maintains Emergency Operations Plan to provide necessary resources to be used in times of emergency by seeking out volunteer staff and assigning their duties
Develops and maintains site specific plans and County plan for hazardous, nuclear, chemical and radioactive materials to meet State and Federal mandates by conducting site visits and analysis
Coordinates with R.A.C.E.S., Red Cross, Salvation Army, churches and other specialized groups/organizations to maintain volunteer resources, and to provide and present safety awareness programs for potential disasters by determining who to contact and presenting need
Provides training and exercises for emergency services departments, serves as a liaison to County Emergency Response associations to provide timely, safe and efficient emergency response by determining who needs training
Attends training, seminars, and area meetings to maintain skill and certification, understand new mandates and fulfills grant and statutory requirements by maintaining necessary training
Serve on on-going advisory bodies such as the Local Emergency Planning Commission
Evaluate reports concerning projects, services, contracts and operations for the County Administrative Office, other agencies and the Board of Supervisors
Evaluate legislation affecting departmental operations
Respond to disasters or emergencies either to the EOC or incident scene to provide coordination of agencies, resources, or conduct damage assessments and needs assessments
Deploy and staff mobile command post to support emergency response personnel when required. Operate an emergency response vehicle when responding to EMS calls. Perform light maintenance of mobile command post and response vehicle
Maintain a Wisconsin EMT-Basic license & CPR certification for the purpose of responding to EMS calls in Douglas County during work hours as necessary based on severity and location of the call, or staffing levels of local jurisdictions
Assist with 911 call review for medical calls, assist and provide back up to review quality assurance 911 medical calls. Assist the communications center supervisor and center medical director with the pre-arrival medical instructions
Performs other duties of a similar nature of level
Develops and implements safety and accident prevention programs to reduce or eliminate occupational accidents, injuries, illness, deaths and/or financial losses. Determines training needs of various departments and ensures successful programs
Schedules and conducts inspections of work sites, shops, and facilities to detect potential or existing unsafe/hazardous conditions or unsafe work practices and ensures work is performed in adherence to established safety procedures. Recommends corrective or preventative measures where needed, to reduce accidents and injuries
Develops and conducts supervisor and employee training in safety and loss prevention, including Occupational and Safety Health Administration (OSHA), and Environmental Protection Agency (EPA) requirements, aimed a reducing injuries/accidents in the workplace, and loss prevention and risk control
Identifies and analyzes risks as to loss frequency and severity potential, examines, selects, implements and monitors feasible and appropriate risk management techniques to ensure program effectiveness. Prepares recommendations on findings for executive management evaluation and decision making, ensure control systems are implemented by departments
Advises management and staff regarding safety and health procedures, equipment and protective devices
Provides on-going ergonomic workstation assessments
Assists the Loss Control Consultant in the development and implementation of the County Safety Program
Provides Safety Officer function and advises on safety issues
Facilitates Safety Committee Meetings with various County Departments and act as a resource for department safety meetings
Prepares required county, State and Federal reports and allocations as needed. Prepares year-end renewal information for liability and property policies
Keeps abreast of changing law regarding OSHA/DSPS Standards
Manages and coordinates the short and long term safety programs in such a way to minimize OSHA/DSPS violations
Manages safety training, job safety analysis, and behavioral modifications as the principle means to affect a proactive loss prevention process
Assists in creating and managing safety budget
Develops and maintains a standardized record and reporting system for the safety training and testing requirements
Serves as the Douglas County contact for Insurance related matters. Assists in processing insurance claims
Performs other duties of a similar nature or level

Required

A Bachelor's Degree in occupational safety/health, risk management or a related field
A minimum of two years' experience in loss prevention, safety/risk management program development, occupational safety, or a related field
Formal education or demonstrated experience in Emergency Planning and Operations
Emergency Management New Directors Training and meet annual training requirements for ongoing education to keep the department eligible for continued grant funding
Basic ICS courses, (IS700, ICS100 and ICS200) with the ability to attain IS800 within six months of hire and advanced ICS training as required
Two years of Emergency Medical Response as an EMT-Basic
A Wisconsin EMT-Basic license and CPR certification is preferred at time of hire and is required within one year
