Responsibilities
Serves as the Chief, Office of Insurance Programs, directing and supervising personnel and functions required to manage a comprehensive property and casualty Risk Management Program for Army NAFs worldwide
Supervises Army NAF Non Tactical Vehicle (NTV) Fleet program worldwide, and ensures timely and accurate required reporting
Oversee the management of NAF vehicles registration and license plate distribution and reporting
Performs the full range of supervisory responsibilities and is responsible for personnel work schedules, performance appraisals, disciplinary actions, hiring and firing, training, mentoring, and Individual Development Plans
In accordance with Army Regulation 215-1, the program manages the self-insured NAF Workers' Compensation Program, the centralized program for the verification and reimbursement of unemployment compensation claims, and the self-insured liability claims fund program for home-based Family Child Care Providers
Maintains a central program for the registration and licensing of NAF-operated vehicles
Research resource information to determine insurance coverage, conditions, and exclusions that may apply to new or unusual Army requirements
Defines and interprets policies and regulations based on technical expertise and knowledge of RMP programs, including special coverages
Reviews notices of loss, confirms coverage, analyzes and evaluates proof of loss documents, and recommends disposition of claims
Ensures the accurate and timely maintenance of the automated database of insured exposures, including the identification of uninsurable assets and unusual exposures
Provides loss experience and claims reports to NAFIs, advising them on related problems and areas of concern for installations in asset reporting and claim documentation
Travel may be required to provide service or claims settlement and to present educational workshops
Utilizes the Risk Insurance system for historical record keeping
Actively pursues possible recovery against third-party liability
Responsible for completion, accuracy, and performance of annual and quarterly oversight reporting in addition to internal and external audits
Coordinate and oversee award and successful implementation of commercial insurance coverage for high-value exposures with brokers, serve as Information System Owner (ISO), and Contract Officer Representative (COR)
Ensure all insurance systems are maintained in the Army Portfolio Management System (APMS) and all other required systems for oversight, reporting, and budgeting, in accordance with DODI 1015.15
May perform other duties as assigned
Qualification
Required
Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position
Extensive experience demonstrating enterprise-level knowledge of property and casualty insurance operations, risk management, and claims administration, including policy interpretation, loss prevention, and analysis of coverage and exclusions
Experience which provided a thorough understanding of insurance information systems and automated tools used for insurance-related functions such as exposure reporting, loss tracking, and data analysis
Experience demonstrating the ability to effectively communicate through both formal written and verbal presentations to higher levels of leadership
Experience providing a full range of supervisory functions, to include effective leadership, planning and assigning work, performance and conduct management, and ensuring employee training and development
Preferred
Minimum of a bachelor's degree in a directly related business, finance, or risk management discipline
Professional insurance credentials such as Chartered Property Underwriter (CPCU), Associate in Risk Management (ARM) certification, or Business Continuity certification
Extensive experience leading large-scale insurance and risk management programs involving multiple coverage types, commercial broker partnerships, and compliance with federal or corporate level regulations
