Responsibilities

Independently conducts comprehensive qualifications reviews of current and proposed foreign service positions at various ranks/grades and in a broad range of Foreign Service occupations
Assesses candidates for Foreign Service Officer positions in various career tracks who have passed the Foreign Service Officer Test (FSOT) or for those who qualify for specialist positions
Advises Bureau of Personnel and Training, Board of Examiners (PERT/TAC/BEX) Staff Director, Deputy Staff Directors and senior Department leadership in PERT on Foreign Service on a range of selection process policies and procedures
Conducts comprehensive analyses of Foreign Service assessment and selection processes, utilizing a wide variety of fact-finding and analytical techniques to evaluate the effectiveness, fairness, and compliance of current and proposed procedures

Required

U.S. Citizenship is required
Incumbent will be subject to random drug testing
Must be able to obtain and maintain a Top Secret security clearance
Successfully pass the E-Verify employment verification check
Applicants must meet all the required qualification requirements described below by the closing date of this announcement
Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement
Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position
EXPERIENCE evaluating and recommending candidates for placement in accordance with the Foreign Service Selection Process
EXPERIENCE applying employment laws, regulations, policies, and human resources staffing practices and procedures to Foreign Service recruitment
EXPERIENCE applying the practices and techniques for conducting Foreign Service recruitment, examination selection, and candidate placement and identifying issues or areas for improvement
There is no substitute of education for specialized experience for the GS-13 position
