Fiscal Analyst

Responsibilities

Monitor budget activity for all seven departments within Enrollment Management, including all fund types. Develop and maintain cost center data dashboards. Create and maintain timely and accurate reports of all transactions within the general ledger and reconcile department funds monthly. Analyze revenue and expense transactions for appropriateness and compliance with state and university policy. Identify errors or unexpected activity. Notify Director if corrective action is needed. Determine best course of action for resolving errors in general ledger
Analyze trends in spending and track monthly. Conduct in-depth financial analysis to provide insights for optimizing budgetary decisions. Create and distribute monthly, quarterly, and yearly reports and pull data for special projects for department heads and supervisors as requested. Maintain historical files of budget allocations for large expenditures such as New Student Orientation, Commencement, Open House, and Admitted Student Days
Submit Journal Entries, Journal Vouchers, APEX (Expense Module Corrections), Payroll Corrections, etc. as needed on behalf of the departments within the division. Create invoices as needed. Track and process Internal Charges. Ensure all university and state policies are followed
Provide support to EMCO Service Team for purchasing and travel functions within the unit of Enrollment Management by processing travel authorizations, reimbursements, contracts and simple procurements. Responsible for keeping deposit book for multiple division funds, submitting checks for deposit timely and accurately, and reconciling deposits as they hit the general ledger. Attend all trainings offered through other university departments such as Controller’s Office, Purchasing, Travel, Payroll
Work with Directors as needed to assist with Fall and Spring unit reviews, as well as new fiscal year budget development. Create ad hoc reports as needed. Track Division’s grants and offer support with reporting and compliance. Other duties as assigned

Required

Requires a bachelor's degree in a job related field and 2 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience
Ability to analyze data, perform multiple tasks and solve complex financial problems
Ability to understand and comply with policies and procedures
Proficiency in Microsoft Excel
Considerable computer mastery with specific knowledge of other Microsoft Office products (Word, PowerPoint, Outlook, Teams) and Adobe Acrobat is essential
Comprehension of financial record keeping procedures, laws, regulations, and standards
Excellent communication, problem-solving skills, and a positive attitude
Ability to manage multiple priorities in a deadline-driven environment
Excellent written and verbal communication skills are required
Keen attention to detail and ability to maintain confidential information are required. Must be sensitive to the private nature of personnel and financial information
Demonstrate strong analytical skills, the capacity to learn web-based financial and HR systems, and the ability to correctly interpret USC policies and procedures
Ability to establish and sustain positive working relationships with staff, co-workers, and other internal constituents across campus
Ability to manage sensitive personnel and financial situations and information with confidentiality and discretion
Ability to effectively and appropriately manage time and prioritize tasks is required
Ability to manage multiple concurrent tasks of a varied nature
Must possess excellent organizational skills
Must be able to work independently with little direction as well as collaboratively within a team

Preferred

Prior work experience, particularly in college or university business office settings, is preferred
Knowledge of University of South Carolina budgeting policies, procedures, financial systems
Proficiency in Microsoft Excel
