Responsibilities

Supervising grant managers and accountability for managing the full grants compliance lifecycle, including solicitation, contracting, monitoring, reporting, and closeout
Leading the request for proposal (RFP) process for OAAH funding initiatives, including the Pathways to Black Health (PBH) program, and supporting transparent, equitable engagement with community partners
Provide grants leadership and coordination across MDH, community-based organizations, and advisory structures, including serving as the liaison to the African American Health State Advisory Council (AAHSAC)

Required

Three (3) years of experience grants management, program administration, or public health program oversight. Experience must include demonstrated leadership experience
Demonstrated leadership experience may include: Experience as a supervisor, lead workers, team lead, project lead; Completion of a State of Minnesota leadership program (e.g., ELI, L4, Everyday Leaders); Completion of a similar or equivalent leadership development program through another organization; A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include: 1+ years identifying issues, goals and strategic actions, AND 100+ hour/year time commitment
Knowledge of public sector grants management, including RFP development, contracting, fiscal and programmatic monitoring, reporting, closeout, and audit readiness
Skill in managing complex workflows and ensuring compliance with state, federal, and agency grants policies and requirements
Ability to work effectively with advisory councils, partners, stakeholders, and community-based organizations, including supporting statutory or required reporting
Ability to plan, coordinate, and implement equitable and transparent grant solicitation and award processes
Knowledge of health equity principles and the structural factors affecting African American health, and ability to apply these principles to grantmaking practices

Preferred

Experience in grants management, program administration, or public health program oversight in a governmental or public health setting
Advanced knowledge of state government operations, including procurement, grants administration systems, fiscal oversight, and interagency coordination
Demonstrated commitment to equity, accountability, and responsible stewardship of public resources
Strong interpersonal skills and ability to establish effective working relationships across MDH divisions, state agencies, and external partners
