Project Manager - DSAID

Responsibilities

Serve as the single point of contact and primary interface between the contractor team and the Government, providing leadership in the execution of the contract in accordance with all DMDC requirements
Develop, implement, and maintain a comprehensive Project Management Plan (PMP), Work Breakdown Structure (WBS), project schedule, and all agile artifacts, guiding project execution throughout the SDLC and in strict alignment with Agile best practices
Guide cross-functional Agile teams in requirements gathering, backlog management, sprint planning, iterative development, sprint reviews, retrospectives, and continuous improvement processes
Oversee the software and systems development lifecycle, ensuring that release and maintenance activities comply with both industry and DoD-specific SDLC and Agile standards
Coordinate and lead seamless transition-in and transition-out activities, knowledge transfer, and communication with incumbent and follow-on contractors to prevent gaps in service delivery
Oversee contract deliverables including management and progress reports, technical briefings, training sessions, and all required documentation in support of DSAID and related modules
Ensure compliance with all contractual, quality assurance, information assurance, security, and Section 508 accessibility requirements
Supervise project personnel, set priorities, allocate resources, and enforce work standards to ensure all team activities are efficient, timely, and aligned with SDLC and Agile methodologies
Facilitate internal and external stakeholder communication, lead project status meetings, and maintain an up-to-date collaboration site/library, ensuring document version control and project transparency
Quickly assess and mitigate project risks and issues, overseeing change management in a dynamic environment

Required

Experience in project management, particularly in a government or defense environment
Proven ability to lead Agile teams and manage the software development lifecycle (SDLC)
Strong understanding of Agile best practices and methodologies
Experience in developing and maintaining Project Management Plans (PMP) and Work Breakdown Structures (WBS)
Ability to guide cross-functional teams in requirements gathering, backlog management, sprint planning, and continuous improvement processes
Experience in overseeing contract deliverables and ensuring compliance with quality assurance and security requirements
Strong communication skills to facilitate stakeholder communication and lead project status meetings
Ability to assess and mitigate project risks and manage change in a dynamic environment
