Responsibilities
Monitoring Wastewater Management's operating and capital expenditures
Performing review, analysis and evaluation of various financial and reconciliation procedures
Reviewing and processing documents related to accounts payable, financial contracts, encumbrances, and change orders
Overseeing revenue collection for the Wastewater Management Program
Preparing the monthly sales of services revenue billing from wholesale customers
Analyzing and ensuring receipts of charges are in accordance with county ordinance
Generating monthly financial and management reports for the enterprise fund financial and management activities
Managing financial function for wastewater grants
Coordinating and overseeing audit processes
Assisting with annual ACFR Reporting preparation
Supervising and training financial staff
Qualification
Required
Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field
Three years of professional-level experience in finance, business administration, budgeting, or contract management
A master's degree in a related field or CPA may substitute for 1 year of experience
The appointee to this position will be required to complete a criminal background check and credit check to the satisfaction of the employer
Strong analytical and problem-solving skills and ability to manage multiple projects and tasks
The ability to communicate effectively with various stakeholders
High level of integrity and honesty
Preferred
Bachelor's degree in accounting
CPA Certification
Three to five years of experience in the areas of financial report preparation, audits, fund accounting, capital construction, and capital asset accounting and reconciliations of expenditures
Two years of experience in applying generally accepted accounting principles and knowledge of enterprise fund accounting or in ACFR financial reporting
Two years of experience in using SAP or similar accounting software
Two years of experience in utilizing the principles, methods, and practices of governmental budgeting and financial management
