SUPERVISORY FINANCIAL MANAGEMENT ANALYST
NAVWAR is seeking a Supervisory Financial Management Analyst for the Budget Form, Just & Execution Department and Funds Management Division. The role involves serving as the Division Head, ensuring compliance with funding regulations, and providing expert financial management support within the Navy Working Capital Fund environment.

Responsibilities
You will serve as a Technical Fiduciary Expert in support of Division employees
You will determine the appropriateness of the funding source or appropriation provided for work and services
You will ensure incoming funds are accepted in compliance with established rules and regulations (inclusive of Purpose Time and Amount statutes for appropriated funds)
You will demonstrate in-depth working knowledge of SAP’s Navy Enterprise Resource Planning (N-ERP) system, including Sales Distribution, Material Management, and Project Structure Modules
You will analyze and interpret financial data contained within the Navy ERP financial system
You will be responsible for responding to internal and external data calls and providing expert responses in a timely manner
You will demonstrate mastery level knowledge and experience in financial policies and procedures for the proper formulation and execution of funds in a NWCF environment
You will map business processes, implement improvements, and develop reporting tools to track key performance indicators for the Navy Working Capital Fund
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band (NM-03) in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Directing and performing reviews, analysis, and appraisals of major operating and support programs
Preparing and presenting financial briefs (i.e. NWCF financial briefs) to senior management on program execution, including recommendations for correcting variances and addressing problem areas
Providing interpretive and analytical advice on financial transactions and program execution
Demonstrating a thorough understanding of Financial policies and procedures for the proper formulation and execution of funds in a working capital fund environment (i.e. NWCF)
Developing and managing financial reports from various sources (such as Navy ERP, Qlik, and Business Objects) to track the status of funds and the propriety of obligations, ensuring the integrity, accuracy, and timeliness of and budget formulation and execution data
Coordinating the development and reporting of cost and performance data to support direct and indirect mission tasks
Leading and managing personnel
Mapping business processes, implementing improvements, and developing reporting tools to track key performance indicators in a Working Capital Fund environment (i.e. NWCF)
