NEOGOV is seeking an IT Manager – Infrastructure within the Information Technology Services Unit of the Nevada Legislative Counsel Bureau. Responsibilities

Leading and mentoring a team of IT Professionals with varying experience levels
Providing first-class customer service to legislators, legislative staff, the LCB and, occasionally, members of the public
Preparing documentation of work performed in the IT Service Management Tool (ITSM)
Ensuring the continuous updating and maintaining of unit run books as solutions change and the environment evolves
Acting as the LCB’s lead infrastructure and unified communications consultant
Leading the LCB’s ongoing technology training program
Developing and executing a comprehensive modernization roadmap for the LCB’s enterprise infrastructure in alignment with organizational goals and priorities
Collaborating with cross-functional teams to gather requirements, infrastructure solutions and ensure successful delivery of projects
Working in lockstep with other IT Managers to gather and document stakeholder needs, requirements, workflows and usage patterns
Assisting other IT Managers with gathering end-user feedback, addressing quality assurance issues and performing end-user acceptance testing
Coordinating project timelines, resources and tasks to ensure timely completion while monitoring project progress, identifying risks and implementing strategies to mitigate any identified risks
Overseeing the configuration, maintenance, installation, documentation, automation and optimization of all network, system, unified communications and database hardware/software
Ensuring accessibility, security, disaster recovery, continuity of government and scalability in all infrastructure/communication solutions, including compliance with relevant regulations and standards
Staying abreast of emerging technologies and industry trends while evaluating the potential impact and relevance of such technologies to the modernization efforts of the LCB
Fostering a positive and inclusive work environment and promoting teamwork, professional development and a culture of innovation and creativity

Required

Bachelor's degree in Computer Science, Engineering, Management Information Systems or Cybersecurity and at least 10 years of proven experience in managing enterprise network environments; a Master's degree in Computer Science, Engineering, Management Information Systems or Cybersecurity and at least 7 years of proven experience in managing enterprise network environments; or any equivalent combination of education and experience in software engineering
At least 3 years of leadership or managerial experience

Preferred

A Master's degree
Experience in government or legislative processes
Proven experience managing multi-year, capital software projects that touch all parts of an enterprise
The proven ability to lead teams, manage projects and oversee large-scale IT infrastructure initiatives
Experience in diagnosing and resolving complex technical issues quickly and effectively
A strong ability to communicate complex technical concepts to both technical and non-technical stakeholders
The ability to stay updated with the latest technological trends and implement innovative solutions to improve infrastructure
A deep understanding of modern infrastructure methodologies, tools and best practices
Strong communication and interpersonal skills, with the ability to effectively collaborate with diverse stakeholders and influence decision-making at all levels of the organization
A passion for leveraging technology to drive organizational transformation and improve public services
Expertise in delivering exceptional customer service to end users from diverse backgrounds and skill levels
Knowledge in the design, implementation and day-to-day operation of zero trust remote access solutions, especially NetMotion or Absolute Secure Access
Familiarity with the design, implementation and day-to-day operation of Extreme Networks switching infrastructure, especially Extreme fabric-based networks in data center and access environments
Familiarity in the design, implementation and day-to-day operation of Fortinet network security products, especially firewalls, logging appliances and management appliances such as FortiGate, FortiManager or FortiAnalyzer
General knowledge of network security products such as spam filters, firewalls and vulnerability scanners
Proficiency with using network documentation tools such as a Configuration Management Database (CMDB), Microsoft Visio or Omni Group's OmniGraffle
General knowledge of Infrastructure as a Service (IaaS) such as Microsoft Azure
Experience with ITSM platforms such as HaloPSA/HaloITSM, ServiceNow, N-Able, ManageEngine, Freshdesk, Ivanti Heat, ConnectWise PSA, SysAid or Team Dynamix
Familiarity with Remote Monitoring and Management (RMM) platforms such as NinjaOne, Atera, Pulseway, SuperOps, Syncro, N-Able and Naverisk
Familiarity with remote support tools such as Ninja Remote, ConnectWise Control/Screenconnect, Bomgar, Splashtop, DameWare or TeamViewer
Proficiency with automation concepts and tools such as Python, Ansible, Saltstack, NAPALM or Netmiko
The ability to lift and move medium to large items weighing up to 80 pounds, without assistance, employing proper safety techniques
