Talent Acquisition Technical Recruiter

Responsibilities

Partner with hiring managers to understand role requirements, team needs and hiring priorities
Source candidates using multiple channels including LinkedIn, job boards, referrals, events and direct outreach
Screen candidates for both technical and cultural fit
Coordinate and manage interview processes with candidates and internal stakeholders
Build and maintain a strong pipeline of passive and active technical talent
Strategic Sourcing & Talent Pipelining
Identify, engage, and nurture passive talent through cold outreach, networking, referrals, and talent communities to build a high-quality pipeline
Conduct talent mapping, competitive intelligence research, and market analysis to anticipate future hiring needs and drive data-driven recruitment
Build relationships with technical organizations, professional associations, universities, and industry forums to expand sourcing reach
Manage the end-to-end recruitment process, including job postings, sourcing, screening, interview coordination, and offer negotiations for technical roles across bargaining, salaried non-exempt, exempt, managerial, and executive levels
Utilize applicant tracking systems (ATS), Customer Relationship Management (CRM) tools, and recruitment marketing to enhance candidate experience and hiring efficiency
Collaborate with internal teams to strengthen employer branding and talent attraction initiatives
Track and analyze key recruiting metrics, including time-to-fill, source effectiveness, pipeline conversion rates, and diversity hiring goals
Optimize recruitment marketing campaigns, leveraging social media, Search Engine Optimization (SEO), job boards, and programmatic advertising to attract top talent

Required

Bachelor's degree: Minimum 5 years of relevant experience
Master's degree: Minimum 3 years of relevant experience
PhD
OR Applications without a bachelor's degree may be considered based on a combination of at least 13 years of completed education and/or relevant experience
Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status
The ability to obtain and maintain a Department of Energy Q clearance is required
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP)
If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10 CFR 709
Medical requirements may apply
Candidates accepting a job offer will be required to pass a pre-placement physical, drug screening and background investigation
U.S. citizenship is a requirement for security clearance applicants

Preferred

Proven experience in full-cycle technical recruiting, with a strong emphasis on strategic sourcing and engaging passive candidates
Exceptional communication, interpersonal, and negotiation skills, with the ability to build rapport at all levels
Strong organizational skills and the ability to manage multiple priorities in a fast-paced environment
Experience recruiting across diverse technical domains and organizational structures
Background in developing and executing employer branding and recruitment marketing initiatives
Familiarity with workforce planning and talent analytics
