Subject Matter Expert Program Manager

Responsibilities
Lead, oversee, and manage complex federal programs, ensuring alignment with strategic objectives, stakeholder requirements, and federal regulations
Collaborate with cross-functional teams, ensuring effective communication, task delegation, and resource management
Develop and maintain detailed program plans, including schedules, milestones, and resource allocation, ensuring timely and within-budget delivery
Apply Agile methodologies and program management best practices to drive program success and adaptability in changing environments
Identify, assess, and mitigate program risks, maintaining a proactive approach to addressing challenges and obstacles
Provide high-level performance reporting, presenting program status, issues, and risks to executive leadership and key stakeholders
Foster strong relationships with executive leadership and external stakeholders, ensuring clear communication and alignment of objectives
Lead program-related meetings, ensuring productive discussions, decision-making, and alignment across all involved teams
Mentor and guide junior program managers, providing leadership in developing program management practices and methodologies
Stay current on industry best practices and standards, incorporating new methodologies and tools to enhance program efficiency and effectiveness
Qualification
Required
Minimum of 10 years of progressive experience in program and project management
At least 5 years of experience managing large-scale, complex federal programs or initiatives
Proven expertise in Agile methodologies, program planning, risk management, and performance reporting
Strong communication and stakeholder engagement skills, particularly with executive leadership and high-level stakeholders
Demonstrated ability to lead cross-functional teams and manage competing priorities effectively
Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent required
Bachelor's degree in Business Administration, Public Administration, Information Technology, or a related field is required
Exceptional leadership and team management skills
Strong problem-solving abilities and decision-making acumen
Proficient in program management tools, including Microsoft Project, Jira, and other relevant software
Ability to thrive in high-pressure, fast-paced environments
Knowledge of federal program regulations and compliance requirements
Preferred
Agile or SAFe certification preferred
Master's degree in a related field is preferred
