Contract Specialist V- PEPS

The Texas Department of Transportation is seeking a highly skilled Contract Specialist V to support agency transportation-related programs. The role involves developing, analyzing, and monitoring complex contracts while ensuring compliance and providing technical support to project managers.

Government Administration

Responsibilities

Develops, writes, revises and/or prepares highly complex contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports
Monitors contractors' insurance certificates
May serve as a lead worker by serving as a resource for complex questions, presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage
Ensures contracts are payable and meet all legal requirements
In a division: Administers a statewide contract program to include reviewing proposals/work orders, issuing work orders, monitoring dollars allocated and spent under contracts
Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; writes routine and unique correspondence
Meets with project managers to identify objectives, needs and issues concerning project contracts
Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions
Reviews compliance of minority participation goals in consultant contracts
Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing and consultant qualifications

Required

Bachelor's Degree in Business Administration, Finance or related field
5 years in contract administration, administrative support, bookkeeping or accounting
Valid driver's license
Applicable computer operating systems and relevant applications
Contract development and oversight
Contract administration/management systems
Applicable laws, rules, and regulations
Leading, assigning, reviewing, and monitoring the work of others
Analyzing business, technical, and managerial problems and developing, recommending, and implementing effective solutions
Monitoring contracts and procedures
Developing, interpreting, and implementing policies, procedures, and technical information
Public relations for maintaining effective working relationships with individuals and groups, both internal and external
Prioritizing and organizing work assignments
Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
Lift up to 10lbs at a time for standard office supplies
