Senior Quality Assurance Manager
Placement Club is seeking an experienced QA/QC Manager to lead and oversee quality assurance and quality control activities on major Sound Transit transportation infrastructure projects in the Seattle area. This role is critical to ensuring compliance with contract requirements, regulatory standards, and industry best practices across complex rail, tunnel, and heavy civil construction projects.
Responsibilities
Develop, implement, and manage the Project Quality Management Plan (QMP) in accordance with Sound Transit requirements, contract documents, and industry standards
Lead all QA/QC activities for assigned projects, ensuring consistent compliance with ISO, agency, and project-specific quality requirements
Oversee quality inspections, audits, testing, and documentation throughout all phases of construction
Coordinate with Sound Transit representatives, designers, contractors, and subcontractors on quality-related issues
Identify nonconformances, lead root cause analysis, and ensure timely corrective and preventive actions
Maintain and manage quality records, reports, and metrics; prepare and present quality performance reports to project leadership and clients
Conduct internal and external audits to verify compliance with ISO 9001 and project standards
Train and mentor project staff on quality processes, procedures, and continuous improvement initiatives
Support risk management efforts by identifying quality risks and implementing mitigation strategies
Promote a culture of quality, safety, and accountability across project teams
Qualification
Required
Minimum 8–10 years of experience in quality management on large-scale transportation or heavy civil construction projects
Demonstrated experience on rail, tunnel, or similar transit projects (e.g., BART or comparable systems)
Proven experience working on public agency projects, preferably Sound Transit or similar transit authorities
Strong knowledge of QA/QC principles, construction means and methods, and regulatory compliance
Excellent communication, documentation, and leadership skills
Preferred
CMQ/OE (Certified Manager of Quality / Organizational Excellence)
ISO 9001 Lead Auditor or equivalent ISO 9001 certification
CQM-C (Certified Quality Manager – Construction)
Familiarity with Sound Transit quality standards, specifications, and audit processes
Experience managing quality programs across multiple project phases and disciplines
Bachelor's degree in Engineering, Construction Management, or a related field (or equivalent experience)
