Monitoring Lead

National Grants Management Association is seeking a Monitoring Lead to coordinate all monitoring activities and reporting for the State Energy Conservation Office's Inflation Reduction Act Home Energy Rebates Programs. The role involves ensuring compliance with federal and state guidelines, overseeing program performance, and supporting quality assurance and reporting requirements throughout all program phases.

Responsibilities

Coordinate monitoring activities for HOMES and HEAR programs during Early Administration, Full Performance, and Closeout phases
Ensure Implementor compliance with DOE and SECO programmatic requirements, including energy savings thresholds, income verification, and administrative cost caps
Monitor adherence to quality assurance (QA) and quality control (QC) protocols, including geotagged installation photos and on-site inspections
Prepare and submit monthly oversight reports, quarterly compliance reports, and annual consolidated compliance reports to SECO
Maintain corrective action logs and ensure timely resolution of performance deficiencies
Validate applicant eligibility through statistical sampling and confidence-level analysis
Develop and maintain Oversight and Monitoring Plans and Quality Management Plans in accordance with DOE and SECO requirements
Provide recommendations for addressing compliance issues within legal and regulatory frameworks
Serve as primary liaison for monitoring activities between SECO, CPA, and Implementor teams
Participate in monthly performance review meetings and respond to inquiries within required timeframes
Provide training assistance to CPA staff on monitoring best practices

Required

Bachelor's degree in Public Administration, Energy Policy, Business, or related field (Master's preferred)
Minimum 5+ years of experience in program monitoring, compliance, or regulatory oversight, preferably in federal or state energy programs
Familiarity with DOE programs, energy-efficiency technologies, and 2 CFR Part 200 compliance requirements
Strong knowledge of data privacy standards and handling of Personally Identifiable Information (PII)
Proficiency in data analysis, reporting tools, and compliance auditing
MUST HAVE TEXAS ENERGY PROGRAMS EXPERIENCE (e.g., 'HOMES' & 'HEAR')
Must pass a criminal background check
Must complete cybersecurity training as required by Texas CPA
Ability to travel for on-site inspections and meetings as needed

Preferred

Experience with grant-funded programs and federal reporting requirements
Strong analytical, organizational, and communication skills
Ability to manage multiple priorities and meet strict deadlines
Knowledge of HOMES and HEAR program guidelines and energy rebate structures
