Responsibilities
Manage end-to-end IT project lifecycle in a VITA-governed environment
Develop and maintain project plans, schedules, budgets, resource plans, and risk registers
Ensure compliance with VITA project management standards, security policies, and procurement guidelines
Coordinate with VITA PMO, agency stakeholders, vendors, and system integrators
Track and report project status, risks, issues, and dependencies to VITA leadership
Facilitate project governance meetings, steering committees, and executive briefings
Manage change control, scope approvals, and documentation per Commonwealth requirements
Oversee vendor deliverables, contract milestones, and SLA compliance
Support audits, compliance reviews, and project closeout documentation
Ensure alignment with enterprise architecture, cybersecurity, and data governance standards
Qualification
Required
5+ years of IT Project Management experience in state or government environments
Proven experience working with VITA or similar centralized state IT organizations
Strong knowledge of SDLC, Agile, Waterfall, and Hybrid methodologies
Experience managing infrastructure, application, cloud, data, or cybersecurity projects
Excellent stakeholder management and documentation skills
Strong understanding of procurement, vendor management, and compliance processes
Preferred
Prior experience with VITA, DGS, or Virginia state agencies
PMP, PMI-ACP, or PRINCE2 certification
Familiarity with Commonwealth of Virginia security and governance frameworks
Experience with large-scale, multi-vendor state IT initiatives
