Supervisory Facilities Operations Specialist

The Architect of the Capitol is accepting applications for a Supervisory Facility Operations Specialist to assist with strategic planning and provide overall direction, planning and deployment of resources of the operations of the Supreme Court’s Electrical & Elevator Branch, Grounds Branch, and the Day, Evening, and night sections of the Maintenance Branch.

Responsibilities

Performs administrative and technical supervisory functions for subordinates
Assigns duties and evaluates performance
Manages the organizational unit’s budget and workload
Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards
Resolves disputes, conflicts, and complaints and when appropriate refer to agency resources as applicable
Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements
Provides for employee skills enrichment through job related coaching, mentoring and training
The incumbent will foster a culture of learning, sharing, cooperation and teamwork that improves efficiency and effectiveness throughout the organization
Ensures subordinates are aligned with organizational policies and procedures, i.e. absence and leave, discipline, award, IT, etc
Excellent interpersonal skills are necessary to interact with AOC staff, senior staff, officials from other agencies and the general public
Demonstrates skill in developing and delivering oral and written presentations as well as making recommendations on management issues in concise and convincing language
Mentor, collaborate, and direct Facility Operations Specialists and junior engineers on various mechanical, electrical, plumbing and tenant renovation projects
Based on duties assigned, employees may require knowledge of hazardous (e.g. lead paint and solvents) and universal (e.g. lamps and batteries) waste management requirements to ensure compliance with environmental regulations in performance of duties (e.g. decide hazardous material is no longer needed and will be disposed, select containers for waste accumulation, add waste to containers, label containers, move waste to and from waste accumulation sites, manage waste accumulation sites)
Provides waste management guidance and answer questions concerning waste management
Provides or receives training, either on the job or through classroom training to ensure that all direct reports know how to use required Personal Protective Equipment (PPE)
Responsible for program management aspects of renovation and maintenance projects for the Division
Plans projects to be performed
Oversees day-to-day operations of shops within the division, oversees and performs tracking of facility maintenance preventive maintenance, corrective, and work requests using CAFM software
Review and approve request for purchasing of required materials for shops within the division
Reviews construction and renovation proposals
Considers currently scheduled work and the requirements of proposed projects to identify the availability of materials and staff
Schedules the procurement of additional materials as needed
Prepares requirement documents to obtain additional permanent or temporary staff as needed
Responds to unexpected requirements by reallocating staff and material
Works with subordinate supervisors to coordinate projects that may be required on short notice
Manages the funding allocations for shops within Division
Prepares reports on technical and administrative aspects of program operations for use by higher management levels relational to operations and maintenance and/or capital projects
Monitors contractor performance and approves progress payments
Reviews change orders, schedule changes, and other matters that warrant evaluation, and coordinates with the Contracting Officer to ensure that projects remain on schedule
Coordinates with assigned project Construction Representatives to ensure that plans, blueprints and materials are available
Receives and reviews reports from the Construction Representatives to monitor contractor work performance and compliance with project schedules
Performs facility condition assessments of the Supreme Court Buildings and Grounds and directs needed maintenance, renovation and repairs as needed

Required

You must be a U.S. Citizen
You must be able to pass a drug test
Your resume and question responses must demonstrate the job-related KSAs
You must meet the definition of specialized experience
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service
Specialized experience is defined as having experience: (1) Providing strategic planning and overall direction for program management aspects of renovation and maintenance projects in the tracking of facility maintenance, preventive maintenance and corrective maintenance; (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans, specifications for workability and facility condition assessments; (3) Assisting in managing and technically directing contract administration activities. Includes monitoring contractor activities through personal contact or review of performance data to ensure compliance with technical, financial and delivery requirements of the contract; and (4) Performing administrative and technical supervision of people in the performance of facility maintenance and repair work
A copy of your transcript(s) and/or diploma will be required upon selection
Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment
You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected

Preferred

A Bachelor's degree or higher from an accredited college or university is highly desirable
Engineering background is highly desirable
