Subcontracts Lead

Responsibilities
The Subcontracts Lead is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps
Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc
Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE)
Subject Matter Expert with advanced negotiation skills, subcontractor management and program risk management experience
Subject Matter Expert with advanced ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements
Subject Matter Expert with advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs
Expert at problem solving by leveraging experience and through analysis of data
Expert understanding of Subcontracts relationship with other functions such as Contracts, Program Management, Finance, Engineering, Quality, Business Development and others
Accountable to Program Manager, Business Development, Supply Chain Leadership and Operations
Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership
Work closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontracts
Experience with Intellectual Property (IP) and Patent requirements
Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance
Ability to travel domestically and internationally if needed
Qualification
Required
Bachelor's Degree and minimum 9 years' of prior relevant experience
Graduate Degree and a minimum of 7 years' of prior related experience
Total relevant professional experience to be minimum of 7 years in Procurement and/or Subcontracts
Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance
Seven (7) years' of experience using MRP systems software
Minimum 5 years' experience
United States citizenship required
DoD Clearance is desired, but not required
Demonstrate a strong attention to detail and a high degree of accuracy
Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable
Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.)
Ability to travel domestically and internationally if needed
Preferred
Lean Six Sigma experience
Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting
