Responsibilities

HR Continuous Improvement/Stakeholder Management/Project Management which could look like:
Leading projects from the requirements definition through deployment, identifying schedules, scopes, budget estimations, and implementation plan to include risk mitigation
Researching, analyzing, recommending, and implementing process improvements solutions
Developing and maintaining partnerships within the agency, other state agencies, other outside entities
Managing scope during the project life cycle, setting quality and performance standards and assessing risks
Structuring and managing integrated, multitrack performance databases for digital, print and experiential projects
Assigning and monitoring and monitoring resources to ensure project efficiency and maximize deliverables
Reporting project outcomes and/or risks to the HR Director and appropriate management channels and escalate issues, as necessary, according to project work plan
Developing, executing and overseeing the HR business strategies including:
Conducing high level industry research and developing effective solutions
Driving awareness of requirements across business units and identify substandard systems processes through evaluation of real-time data
Serving as a leader for technical processes while developing systems that promote increased efficiency and productivity on multiple levels
Performing, evaluating, and communicating thorough quality assurance at every stage of systems and project development
Partnering with stakeholders across agencies, State HR, inter-agency and outside government and private entities to develop analysis and documentation in a collaborative way, communicating effectively and efficiently with staff, managers and executive leadership
Other duties as required including:
Serving as a member of the HR Leadership Team (HRLT)
Participating on internal and external committees and workgroups as designated
Writing, developing, editing, presenting communications and/or presentations

Required

Demonstrated proficiency in project scheduling, budgeting, risk management, and methodologies
Demonstrated ability to build teams, manage conflict, and exhibit emotional intelligence
Demonstrated ability to effectively, clearly, and consistently communicate with stakeholders and team members
Demonstrated ability to make timely, data driven decisions while managing a project scope
Demonstrated ability to analyze information, define problems or objectives, formulate logical and objective conclusions, recognize alternatives, and make recommendations

Preferred

Excellent communication skills, ability to work effectively with employees at all levels of the organization
Able to convey a positive and professional image to employees and external contacts
Ability to develop and maintain business relationships with internal and external stakeholders
High level of workload management including strong organizational skills and ability to effectively prioritize
Actively listens to others, ability to paraphrase and asks clarifying questions
Demonstrates ability to identify opportunities for improving and streamlining work processes beyond specific assignments
Ability to thrive in a fast-paced, constantly changing environment
Comprehends and can articulate the purpose(s) of a particular project and how it relates to agency goals and priorities
Bachelor's Degree or higher in Business Administration, Project Management, Public Administration, or related field from and accredited institution whose accreditation is recognized by the US Department of Education
PMP Certification, CAPM Certification, PMI-ACP Certification, PMI-PBA Certification, Prosci Change Management Certification, or other Project Management Certification or degree
