CDOC Business Manager (Colorado Springs)
NEOGOV is seeking a CDOC Business Manager in Colorado Springs, CO, to provide fiscal oversight and reporting for the Department of Corrections. Responsibilities
Analyze requisitions to determine appropriate procurement method in alignment with fiscal rules
Review and approve documents in the Colorado Operations Resource Engine (CORE) system
Determine available funds by monitoring operating and personal services allocations
Complete deposits and reconcile cash transactions with general accounting staff
Conduct data analysis, identify trends, and develop projections for consideration by management in making discretionary spending decisions
Conduct research to detect and correct errors, reconstruct and reconcile financial transactions, provide requested information to the budget office for use by management, the Office of State Planning and Budget, and the Joint Budget Committee
Provide oversight and daily management of the procurement card program, by assisting stakeholders with the application process, recommend spending limits, provide training of cardholders in fiscal responsibilities, audit card holder transactions, and provide feedback to correct misunderstandings
Facilitate appropriate access and use of financial tools and reporting systems among stakeholders, provide training on system utilization, spending limitations, fiscal rules, and procurement processes
Participate in financial planning, report allocation availability, and provide recommendations on personal services and on discretionary spending
Provide customer service to vendors and internal stakeholders, including timely processing of financial transactions
Other duties as assigned
Qualification
Required
Six (6) years of full-time professional experience in auditing, accounting, budgeting, or statistical research
A combination of related education and/or relevant experience as described above equal to six (6) years
Ability to develop strong, ongoing professional relationships and foster strategic partnerships
Exceptional interpersonal/customer service skills
Highly effective critical thinking, complex problem solving, and decision making skills
Self-directed and motivated work ethic
Strong organizational, planning and prioritization skills
Detail-oriented with exceptional attention to detail and accuracy

Ability to present and convey budgetary information in both formal and informal meetings, reports, and presentations

Ability to remain alert, emotionally stable, and mentally resilient under pressure and observant throughout their shift
Tolerance to stress, confinement, and high-stakes interaction
Must be 21 years of age
Possess a valid driver's license
Possess a high school diploma or GED
Have NO felony convictions
Applicants must be legally eligible to work in the United States
Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training
Possess the physical ability to successfully complete Defensive Tactics
Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment
Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security
Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury
Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently
Work in situations involving assaultive behavior, physical control of another person and/or restraint situations
Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner
Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders
Communicate by talking, listening and/or signaling people to convey or exchange information, assignments
Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings
Willing and able to travel
Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule
TB (tuberculosis) screening is required of all new employees upon hire
Successful completion of a background investigation is required
Preferred
Graduation from an accredited college or university with a bachelor's degree in finance, business, business management, accounting, public administration, criminal justice, or closely related field of study
Knowledge of the Colorado State Procurement Code, relevant Administrative Regulations and State Fiscal Rules
Experience with the Colorado Operations Resource Engine (CORE) system
Familiarity with accounts payable policies and procedures
Proficient in Google Suite
Relevant years of State service
