Responsibilities

Requirement Gathering: Elicit and document complex business and technical requirements for referral systems
Process Modernization: Review existing business processes to identify gaps, trends, and opportunities for automation
Strategic Analysis: Prepare solution options, risk assessments, and financial analyses (ROI, Cost/Benefit, Buy vs. Build)
System Evaluation: Develop and execute "secret shopper" plans to identify strengths and weaknesses in system interactions
Stakeholder Liaison: Connect program areas, SMEs, and IT to coordinate the deployment of improved IT solutions

Required

Minimum 12–15 years of senior-level Business Analysis experience
Proven experience working with State of Texas agencies (prior HHSC experience is a major plus)
Expert in business process mapping, writing business cases, and creating detailed planning documents
Strong ability to present complex design and technical issues to non-technical stakeholders
Strong understanding of government regulations and public sector processes
