Responsibilities

Support oversight of institutional compliance with National Pollutant Discharge Elimination System (NPDES) storm water permits (Construction General Permit, Multi-Sector General Permit, Municipal Separate Storm Sewer System (MS4) Permit) and other federal and state requirements such as Section 438 of the Energy Independence and Security Act
Develop regulatory documents such as Storm Water Pollution Prevention Plans, inspection reports, and annual reports
Perform and document regulatory site inspections
Help develop an implementation strategy for a pending MS4 Permit including evaluating existing programs and resources against permit requirements, identifying implementation needs, and developing program scope and cost
Provide technical and regulatory direction to LANL projects, facilities, and organizations
Provide briefings on regulatory requirements
Provide field support to construction projects and facility operations on stormwater management controls and regulatory requirements
Work closely with fellow team members to develop and document compliance determinations and to provide compliance direction and oversight verbally or in writing
Develop and utilize proficiency in stormwater management and sediment and erosion controls
Conduct field assessments to evaluate drainage issues and control measure function and need
Assist in the specification of controls for projects and facilities

Required

Awareness of major federal environmental protection statutes as they relate to water quality
Demonstrated understanding of control measures and methods associated with storm water management and sediment and erosion control
Strong interpersonal skills, including experience in working effectively within a team environment
Strong written and verbal communication skills, including experience in technical writing, preparing technical reports and documents, and developing and giving verbal presentations to small groups
Ability to obtain a DOE Q Clearance required
Position requires a Bachelor's Degree and 2 years related experience; or an equivalent combination of education and experience directly related to the occupation
Experience with management and implementation of NPDES storm water permits or other related environmental permits or regulations, including preparation of regulatory documents
Experience conducting field inspections/assessments for storm water management and the specification and inspection of storm water and sediment and erosion controls
Demonstrated ability to both work independently and to coordinate and direct the activities of other personnel
Position requires a Bachelor's Degree and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation

Preferred

Experience with implementation of NPDES MS4 permits
Knowledge of and experience with Low Impact Development/Green Infrastructure features and water quality controls
Experience in the principles and use of Geographic Information System software and data
Bachelor's Degree in Environmental Science, Civil/Environmental Engineering, or Hydrology strongly preferred
