Residential Entitlements Specialist

They are seeking a Residential Entitlements Specialist to manage Social Security Representative Payee functions for individuals with developmental disabilities, ensuring compliance with financial regulations and assisting participants with their financial needs.

Responsibilities
Submit requests for Agency to serve as Rep Payee
Comply with the rules and regulations for each program model around representative payee duties and functions, including burial trusts, SSI, SSA, SSD, NY OTDA SSP and public assistance
Accurately complete required Social Security forms, i.e. earning reports, annual verifications; prepare for official signature and submission
Review daily participant mail and follow up on Social Security correspondence, including but not limited to: SSA appointments, waivers, and hearings
Assist with, and/or review, annual Medicaid recertification forms for all participants in which the Agency is payee
Resolve all SSA, SSI, SSD, and SNAP eligibility problems, as appropriate, ensuring participants are properly funded
Establish necessary bank accounts, verify monthly income, and assist with audits of personal allowance accounts monthly for all participants for whom the Agency is payee, as needed
Implement financial accounts and procedures for all new admissions to Agency residential programs within seven days of admission and transfer responsibility for accounts within seven days of discharge
Reconcile participant accounts and consumer checking accounts monthly and ensure participant account balances are under the required limits
Liaison with governmental units (Social Security, OPWDD, Medicaid, etc.), banks, family members, participants, etc. regarding participant income, expenses, taxes, and all other financial issues
Act as primary contact with Social Security, OPWDD and/or OMH (regarding personal allowances and participant income funding), banks, Medicaid, participant and families on all financial issues, as needed
Meet with participants in residential sites to determine their interests and needs as they impact their funding and do on-site participant fund audits, as necessary
Perform Other Duties as Assigned
Qualification
Required
High school diploma/GED required
4 years' accounting or similar experience
Microsoft Excel, Word, and basic computer skills required
Experience with Medicaid regulations and/or Social Security (SSA/SSI/SSP) regulations required
Must have a valid NYS Driver License in accordance with the Agency Vehicle and Driving policy
Reliable transportation necessary to meet program needs
Must respect confidentiality
Preferred
Associate degree in Accounting or Business, plus 2 years' experience preferred
Experience with a Representative Payee Services software platform (such as RPM) preferred
