Entry, Mid, Senior LevelThe California Governor's Office of Emergency Services (Cal OES) is seeking enthusiastic and motivated individuals to join their team as Personnel Specialists. This role involves performing a full range of personnel and payroll functions while ensuring compliance with applicable laws and policies, and providing excellent customer service to internal and external stakeholders.

Responsibilities
Complete all personnel/payroll transactions associated with the unit/section/branch assignment
Reconcile and verify monthly payroll using the State Controller’s Master Payroll Certification (MPC) input system, including dock, overtime and special pay
Initiate and establish salary advances, and accounts receivable
Use the State Controller’s Personnel Information System (PIMS) to update employment data for assigned staff, including appointment, separation, retirement and miscellaneous changes
Determine benefits eligibility requirements and rules that apply to various time bases, employment type, bargaining unit contracts or MOUs
Establish and change employee benefit effective dates in accordance with CalPERS and CalHR regulations

Ability to research and provide recommendations to upper management on a variety of Pay and Benefits topics

Knowledge of employment laws, rules and regulation; civil service laws, rules and regulation; as well as State and Departmental policies and procedures
Knowledge of the State Controllers (SCO) systems and processes
Ability to communicate professionally and effectively both verbally and writing
Ability to use good judgment and make sound decisions
Ability to achieve results according to objectives
Ability to research, analyze, evaluate information and take effective action
