Transit Superintendent of Training - Operations
King County Metro Transit is seeking to hire a skilled people leader to be the next Transit Superintendent of Training - Operations in the Bus Operations Division. The Training Superintendent - Operations leads a team that supports the training of current bus operators at each of Metro’s bus bases, ensuring that training programs provide the necessary workforce skills to meet service demands.

Responsibilities
Manage and implement the strategic training plan for the Bus Operations Division, which has eight operations bases and nearly 3,000 employees, including superintendents, chiefs, first-line supervisors, transit operators, and administrative personnel
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees
Supervise Training Chiefs and professional, and administrative staff, oversee the work of instructors for Bus Operators and First-Line Supervisors; hire staff consistent with assigned hiring authority
Develop and implement comprehensive training programs for professional development, technical proficiency, and to meet regulatory mandates
Research, develop and implement adult learning and computer and other technology-based training methodologies; review and ensure overall quality of curricula and training provided
Build high trust and serve as a liaison to the Bus Operations Division to ensure training needs are met
Maintain current knowledge of and ensure program compliance with safety principles, Metro rules/policies/procedures, and all applicable federal, state, and local laws
Review and confirm new-hire separations from Bus Operations training programs; establish work performance standards and initiate corrective actions when required
Analyze, forecast and report on future needs, training outcomes, trends, cost effectiveness and similar performance metrics; establish criteria to monitor and evaluate training programs and unit performance
Develop needs assessment tools to identify and track employee training necessary to meet current and future workforce management requirement needs and trends
Represent Metro at and participate in national training reviews and activities
Develop, supervise and mentor work units that deliver high-quality, timely service to customers
Hire, lead, help develop, and motivate employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly
Ensure that employee and the public's safety continues to be Metro's highest priority, maintaining strict adherence to safety rules and procedures and continually seeking to enhance safety practices, awareness and training
Partner with unions and other stakeholders to deliver excellent service and build a community-oriented, diverse, and inclusive environment; investigate and resolve customer complaints; mitigate high-profile service delivery issues; engage with elected officials, community leaders and other agencies throughout the country
Lead and/or assist in the development of new initiatives, efficiencies, and operational methods to meet strategic goals; determine and select technology and equipment; supervise program and procedure development, implementation, monitoring, and reporting
Demonstrate leadership in the development and management of the work unit budget; ensure compliance with applicable laws, regulations, and policies; analyze and interpret operating policies, procedures, and guidelines
With a strong level of comfort managing a highly unionized workforce, create harmonious working relationships with multiple collective bargaining units and ensure consistent application of labor policies, labor contract provisions and hiring guidelines; resolve grievances and other labor and performance issues as appropriate
Develop and direct the use of performance metrics; recommend corrective actions as needed; manage data collection and reporting
To continuously improve our services, write technical reports, budget requests/justifications and correspondence; work with other Superintendents to resolve Division-wide issues; act as Division experts on projects
Represent the Division on work groups, project teams, and Division-wide hiring processes
Perform other duties as assigned
Qualification
Required
Two years of increasingly responsible supervisory or comparable leadership experience in transit operations, public administration, human resources, or other relevant fields, that provide the knowledge, skills, and abilities to perform the key roles and responsibilities of the position
Are skilled people leaders who have demonstrated experience building effective teams in diverse work environments while inspiring trust, creating strong morale, instilling vision and purpose, and fostering open dialogue
Are interested in and inspired to develop and lead direct reports, furthering people's career goals, providing challenging and stretching tasks and assignments, and effectively developing all levels of staff
Know how to build relationships and treat all employees and customers equitably, with respect and dignity, as well as solve problems for the good of all
Have experience working with labor partners and ability to develop and nurture strong, productive relationships with union leadership, respecting established processes and fostering an environment of mutual respect
Have high integrity and a commitment to continuous improvement
Are excellent communicators, in both oral and written communications
Knowledge of and ability to apply human resources management concepts, supervisory principles, employee performance evaluation, coaching and counseling practices, and federal, state and local laws related to employment, civil rights and affirmative action
Skill in conflict and problem resolution and negotiation
Ability to apply workforce planning, budget administration and project management principles
Skill in time management, timely decision making, planning and delegating work assignments, and managing multiple work and projects efficiently
Experience with technical training
Skill in use of standard MS Office Suite applications
Valid Driver's License (Washington license by date of hire) or the ability to travel throughout the county in a timely fashion
Preferred
Working knowledge of developing and implementing comprehensive training programs for professional development, technical proficiency, and to meet regulatory mandates
Demonstrated ability to conduct effective needs assessments and develop successful, professional training programs based upon information obtained as well as ability to analyze, forecast and report on future needs, training outcomes, trends, cost effectiveness and similar performance metrics
Advanced knowledge of adult learning theory, practice and methodology. Ability to apply continuous improvement
Knowledge of Metro Transit's ATU collective bargaining agreement provisions
Experience in administering computer-based training programs and utilizing technology to support training activities
Transit experience
Ability to apply the principles, practices and techniques of labor relations that include interest-based or collaborative labor negotiations as well as grievance and arbitration processes
