Lead Subcontracts Administrator

Responsibilities

Provide day-to-day interface and support to the SBU team, Subsidiary Operations Teams, Program Managers, and staff, as well as senior management of suppliers and subcontractors
Draft, review, and manage subcontract awards, to include NDA’s, Teaming Agreements, Subcontracts, Consulting Agreements, modifications, etc in accordance with applicable procedures and Federal regulations, to include FAR Part 36
Provide solicitation support, including participating in risk assessments by identifying risk factors, preparing and issuing complete RFQ/RFP’s packages to potential subcontractors, evaluating the responses and providing support to the PMO office during the selection process, to include negotiations, recommendations, price/cost analysis, etc
Collaborate with HR as needed to ensure consultant versus employee compliance before issuing Consulting Agreements
Resolve discrepancies related to subcontract documents and ensure data quality and accuracy in a timely manner
Provide subcontract advice and counsel to Business Leaders, Program Managers, and other related functions such as finance, quality, and contract administration
Develop and maintain subcontract files according to applicable government regulations and corporate procurement policies, and practices
Work with Program Controller and/or MIOS Finance to ensure subcontractors are paid by executed agreements and work to resolve payment issues
Answer, as required, Internal and External Data Call from Government Compliance, DCAA, and DCMA queries
Assist in managing subcontract closeout
Ensure the timely filing and reporting of subcontract data entry into various systems and monitor data updates
Mentor/train new and existing Subcontract Administrators (SCA)
Assist SCAs with day-to-day issues within the subcontracts function
Participate as an active member of the Chenega Corporation Procurement Council
Perform as the Lead for subcontract process improvement initiative
Lead effort to establish and maintain a certified purchasing System (CPSR)

Required

Bachelor's degree required OR
Associate's Degree and an additional 6+ years of relevant experience OR
High school diploma or GED and an additional 12+ years of relevant experience
5+ years of experience with subcontracts, within the Government Contracting industry specifically related to Architecture, Engineering design services and/or Construction projects, is required
Background check required with the ability to obtain Secret security clearance
Advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software (MSWord, Excel, Access, PowerPoint), SharePoint, and Outlook
Advanced working knowledge of construction projects, specifically FAR Part 36
Working Knowledge of the FAR and other US government acquisition laws, regulations, and guidelines to include:
Experience with various types of contracts, including: Firm Fixed-Price (FFP), Firm-Fixed-Price Level of Effort Term (FFPLOE), Cost-Plus-Fixed-Fee (CPFF) and Level-of-Effort (LOE), Time and Material (T&M), Various delivery and indefinite quantity (IDIQ) types
Experience with federal government contracting, including: Subcontract file documentation, Working Knowledge of CPSR guidelines, Proposal support
Must have the ability to make recommendations to effectively resolve problems or issues, by using judgment that is consistent with standards, practices, policies, procedures, regulation, or government law
Excellent verbal and written communication skills
Strong organizational skills
Ability to travel
Ability to manage multiple time zones, tasks, and customer needs
Must have the ability to work independently or in a team environment
Ability to provide varied technical and administrative expertise; use initiative and sound judgment within established guidelines; organize, coordinate, and prioritize a variety of assignments with varying deadlines; work effectively under pressure with frequent interruptions; handle difficult, confidential and sensitive assignments; organize and maintain a variety of confidential records, reports and files
Must have the ability to work nights, weekends, and holidays as required to meet business demands
