Engineering Supervisor Utilities Engineering

Responsibilities
Supervises technical and professional staff in the delivery of capital improvement projects and programs; conducts data and risk analysis and prepares technical reports for others to review
Supervises the work of engineering staff, project teams, and consultants; reviews utility engineering standards, specifications development, selection of consultants, fee negotiations, payment approvals, grant administration, and quality control
Oversees and ensures engineering analysis and design work meets federal, state, and city codes, department engineering standards and requirements
Performs complex professional engineering work and provides recommendations and technical input to planning, design, project management, or construction management staff
Develops and implements systems to track section performance measures related to program delivery, including measures on project schedules and budgets
Manages the engineering, permitting, and public involvement components of technically and politically complex projects
Represents the city and makes presentations to city officials, other jurisdictions and the general public to explain technical design features, project priorities, or project modifications requiring additional funding
Manages and performs engineering design reviews of developer extensions or other department/agency projects
Collaborates with other divisions, departments, and outside agencies
Responds to customer inquiries and provides technical expertise to resolve issues
Qualification
Required
Thorough knowledge of civil engineering principles, practices and methods as applicable to City utilities
Thorough knowledge of applicable City policies, laws, and regulations affecting division activities
Considerable skill in arriving at cost estimates on complex projects
Skill in dealing with complex and often unprecedented engineering issues
Ability to conduct necessary engineering research and compile comprehensive reports
Ability to use software, databases and spreadsheet programs utilized by the City
Ability to communicate effectively both orally and in writing; ability to work with the media and the public; ability to communicate to various groups with difference in age, language, culture, education level and technical knowledge
Ability to apply sound engineering judgment under stressful situations to develop recommendations and make decisions
Extensive understanding of liability issues as they relate to utilities
Ability to understand permit requirements and obtain permits for a project
Ability to use a computer, and effectively navigate Microsoft Office Suite, engineering applications, and data management software in performing essential duties
Graduation from an accredited four-year college or university with a degree in civil engineering or other related fields
Five years or more of progressively responsible experience in planning, designing, managing, and delivering complex civil engineering projects
Project management experience
Washington State Professional Engineer license required
Washington State Driver's License required or ability to obtain within 6 months
Preferred
Preferred 7-10 years of experience in planning, designing, managing, and delivering complex civil engineering projects
