Executive Director – Gateway System of Care UN
City of Albuquerque is seeking an Executive Director for the Gateway System of Care, responsible for providing strategic, operational, and administrative leadership for the city's homelessness response system. This role involves overseeing multiple providers, ensuring service alignment, and representing the City with various stakeholders to promote stability and long-term success for individuals and families experiencing homelessness.

Responsibilities
Oversee multiple providers who manage shelter operations with the Gateway System which includes, but not limited to the following:
Oversee the various providers operations of the Gateway System, ensuring a safe and supportive environment for residents
Ensure providers provide access to essential services such as meal provisions, case management, transportation and other wrap around services specific to each of the Gateway Facilities
Ensure providers supervise and train staff adequately to provide effective support to residents
Ensure providers are adhering to applicable City policies and procedures and have established adequate provider policies and procedures that are alignment with City policy and procedure
Ensure providers maintain adequate data and records related to shelter activities
Supervise and train city staff that work directly with volunteers who provide support to the Gateway system
Supervise and train city staff that develop and implement outreach programs that connect the unhoused with necessary resources that meet their needs
Create and enforce policies and procedures that promote the health, safety and dignity of all residents
Maintain accurate records of shelter activities, resident information and service utilization to inform program improvements and funding needs
Interact with City Council, other elected officials, the community and other interest groups regarding the needs of the unhoused population
Qualification
Required
Bachelor's degree in Social Work, Sociology, Psychology, Public Administration, Public Health, or a closely related field
Preferred
Master's degree or Doctorate in a related discipline is strongly preferred
Senior or executive-level management experience in shelter operations, homelessness services, behavioral health, social services, or a closely related field
Demonstrated experience working directly with unhoused or highly vulnerable populations
Experience overseeing complex programs or systems of care involving multiple service providers or contracts
Proven experience supervising managers, professional staff, and multidisciplinary teams
Administrative experience including policy development, regulatory compliance, contract oversight, and program evaluation
Experience using data, performance metrics, and outcome measures to inform operational decisions and system improvements
Comprehensive knowledge of homelessness response systems, including emergency shelter, navigation centers, housing-focused interventions, and supportive service models
In-depth understanding of trauma-informed care, harm reduction principles, housing-first approaches, and best practices for serving unhoused and highly vulnerable populations
Knowledge of behavioral health systems, including mental health services, substance use treatment, medical respite, and recovery-oriented programming
Working knowledge of public-sector administration, including municipal policies, contract management, procurement, compliance, and reporting requirements
Knowledge of local, state, and federal regulations impacting shelter operations, data reporting, privacy, health and safety standards, and funding compliance
Familiarity with performance measurement frameworks, data collection methodologies, and continuous quality improvement practices
Knowledge of community-based service delivery models and cross-sector partnerships involving nonprofit, healthcare, and governmental entities
Understanding of equity-focused service delivery, cultural responsiveness, and the unique barriers faced by marginalized populations
Strong executive leadership and strategic planning skills, with the ability to guide a complex system of care toward long-term outcomes and measurable improvements
Effective contract and provider management skills, including monitoring performance, ensuring compliance, and addressing deficiencies when necessary
Advanced communication skills, both written and verbal, including the ability to present complex information clearly to elected officials, executive leadership, community partners, and the public
Budget and financial management skills, including forecasting, resource allocation, and aligning funding with strategic priorities
Analytical and data-driven decision-making skills, with the ability to interpret performance metrics and translate data into operational improvements
Interpersonal and relationship-building skills to foster collaboration across City departments, service providers, and community stakeholders
Conflict resolution and negotiation skills, particularly in high-stakes or sensitive situations involving vulnerable populations or public scrutiny
Manage multiple priorities in a fast-paced, high-visibility environment while maintaining accountability and service quality
Provide visionary leadership while ensuring day-to-day operational excellence across a complex, multi-site system
Develop, implement, and enforce policies and procedures that promote safety, dignity, equity, and accountability
Supervise, mentor, and develop management-level staff and multidisciplinary teams
Respond effectively to crisis situations, balancing compassion with safety, compliance, and operational needs
Engage effectively with elected officials, community members, advocacy groups, and the media
Evaluate program effectiveness, identify gaps in service delivery, and lead system-wide improvements
