Senior Project Manager, Project Delivery
Parsons is a leader in infrastructure and transportation services, seeking a Senior Project Manager to enhance their project delivery team in Alberta. Responsibilities
Provide project management leadership throughout the project life cycle, including preliminary design, feasibility studies, detailed design and construction for large-scale transit projects
Review preliminary and detailed design drawings, supporting report-writing and proposal writing
Actively respond to client needs and maintain communication, including stakeholder and public engagements
Prepare monthly project status reports and recommend corrective actions as needed
Manage project scope, schedule, costs, and quality assurance, overseeing the establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other required documents
Work with other managers, project engineers, discipline leads, and sub-consultants to develop budgets, schedules, and plans for various project elements
Devise and execute action plans to rectify potential cost overruns or delays, or accommodate significant changes to the scope of work
Oversee contractors performing work in the field for the collection of due diligence and construction services
Create integrated project schedules and maintain risk registers, monitoring and providing cost control management
Build and maintain robust stakeholder relationships to meet project objectives, including leading consultation sessions
Mentor and supervise staff, fostering a client-focused and collaborative team environment
Participate in strategic initiatives, such as reviewing project management policies and processes, and refining project delivery methods to meet client requirements
Assist with internal project management controls to manage client needs
Identify and pursue new business opportunities within the project delivery sector, leveraging industry knowledge and relationships to expand our client base in the Canada West region
Collaborate with internal teams to develop comprehensive proposals that effectively communicate our capabilities and value proposition to potential clients, ensuring alignment with client needs and expectations
Lead new work proposals, including teaming arrangements, budget estimates, and schedules
Supports BD efforts in the region including target planning and teaming development in collaboration with the Regional BD Manager and other BD staff and under the direction of the Regional Manager
Serves as a Capture Manager and Project Manager for key pursuits and projects
Attends regularly scheduled key client meetings. This includes meetings for specific projects, and interaction with client staff
Maintains current knowledge of project pipeline for Western Canada and other key clients – this includes project opportunities ranging from traditional projects to design-build
Participates in writing/editing proposals, pricing and pricing reviews of proposals. Lead proposal and proposal review efforts (Pink, Red, Tiger teams) and become integral to the success of the company
Communicates relevant client news with Western Canada leadership team sharing information that could be important to our pursuit success
Participates in BD strategy meetings providing input– this includes the bi-weekly meetings, as well as any periodic meetings that are held
Qualification
Required
Hold a Bachelor's Degree in Engineering, Geography, Urban Planning, Project Management, Construction Technology, or a related field, and have at least 15 years of project management experience within the relevant field
Possess a Diploma from a College or Technical School in Engineering, Geography, Urban Planning, Project Management, Construction Technology, or a related field, and have a minimum of 15 years of project management experience in the relevant or related discipline and preference within rail and transit sector
Proven ability to perform in a management capacity
Excellent written and oral communications skills
Thorough knowledge of industry practices and regulations
Knowledgeable of current technology and how it can be effectively utilized on the project
A solid implementation of the project management methodology, as advocated by the Project Management Institute
Demonstration of the ability to make strategic decision-making
Ability to manage multiple large complex projects
Ability to manage interdisciplinary teams of professionals and supporting labor categories
Proficient in conflict resolution, managing disputes professionally and constructively
Strong written and verbal communication abilities, effectively conveying complex information
Ability to communicate effectively, orally and in writing
Exceptional time and workload management, adept at juggling multiple tasks and priorities
Proven experience in team development, mentoring, fostering growth, and encouraging collaborative environments
Skilled in change management, navigating transitions with confidence and resilience
Capable of exerting influence without explicit authority, guiding others through leadership and persuasion
Solid understanding of project management principles and methodologies
Extensive experience in transportation infrastructure, offering an understanding of the complexities of such systems
Prior management of major infrastructure projects, demonstrating the ability to lead ambitious undertakings to success
Either already in possession of the Project Management Professional (PMP) designation or eligible and committed to achieving it within 6 months of joining our team
A basic understanding of the design process for infrastructure projects
Experience in Indigenous consultation with Indigenous communities
Preferred
Preference may be given to applicants with a Project Management Professional (PMP) designation or those eligible to obtain one and who have experience in infrastructure-related projects
Complex Infrastructure project delivery experience is desirable
Experience with alliance models, Design-Build and Design-Bid-Build is ideal
