Project Manager II – Technology
PADCOM Design and Construction Management is seeking a Project Manager II – Technology to serve as a technical program manager for large-scale, mission-critical technology projects within the Los Angeles Community College District's capital construction program. This role involves overseeing multiple technology projects, ensuring alignment with IT governance, and leading cross-functional teams to deliver integrated environments that include network, audiovisual, and physical security systems.

Responsibilities
Serve as Technical Program Manager overseeing large-scale and mission-critical technology projects within the District’s capital construction program
Manage 9–14 concurrent technology projects with individual project values of up to $75M, including data infrastructure, audiovisual systems, access control, and surveillance
Lead cross-functional teams including architects, engineers, College Project Teams (CPTs), District IT staff, and systems integrators
Lead design coordination meetings with architects, low-voltage consultants, and MEP engineers to validate IT and Facilities Systems integration
Establish technology standards and validate Division 27 and Division 28 design documents
Oversee implementation of physical security systems including Lenel, Milestone, Axis, and similar platforms
Manage audiovisual system deployments across classrooms, lecture halls, auditoriums, and athletic fields, ensuring ADA compliance, instructional functionality, and lifecycle support (including Extron systems)
Conduct technical reviews of shop drawings, RFIs, and submittals for accuracy and compliance
Manage project risk assessments and develop mitigation strategies in collaboration with cost estimators and construction managers
Oversee commissioning, training, and project turnover processes, including continuous improvement efforts
Ensure closeout documentation meets District IT governance requirements
Maintain detailed project documentation and report project status and progress to PMO leadership
Coordinate with contractors, integrators, and college end users during live construction phases
Qualification
Required
Seven (7) or more years of experience managing large-scale IT and low-voltage construction projects
At least three (3) years of experience in higher education or public-sector environments
Strong experience managing consultants, engineers, and integrators under Design-Bid-Build and Design-Build delivery models
Demonstrated experience managing audiovisual and physical security infrastructure projects from design through commissioning
Strong working knowledge of Division 27 and Division 28 specifications
Experience with budgeting, scoping, and procurement of network, audiovisual, and physical security systems
Proficiency with BIM/Revit, Bluebeam, and construction coordination tools
Preferred
Valid Project Management certification
Registered Communication Distribution Designer (RCDD) certification
CTS, CCIE, or ASIS certification
Experience working on Design-Build projects
Experience with California Community College facilities
Familiarity with public-sector bidding and contracting processes and publicly funded programs
Experience deploying cloud-based facilities and IT systems
Familiarity with TIA/EIA industry standards
Experience integrating audiovisual, electronic physical security, and high-speed data networks within construction environments
Experience deploying air-blown fiber solutions
Experience deploying network infrastructure including Cisco and Aruba systems
