Responsibilities
Gather, analyze, and document user requirements, business processes, and system issues to support automation or improvements to existing systems
Elicit and document business needs for new systems and translate requirements into clear, actionable user stories
Analyze program policies and procedures to determine their impact on automated systems and functional areas
Perform quality assurance (QA) reviews of user stories, ensuring all acceptance criteria and non‑functional requirements are met
Plan, develop, and prepare training materials for internal and external users; assist in delivering training sessions for assigned systems
Identify opportunities to improve business processes through automation and support the preparation of proposals for new system development
Assist in reviewing and preparing complex project management deliverables, including project charters, project plans, test plans, and risk management plans
Consult on application analysis, troubleshoot system issues, and recommend effective solutions
Provide business analysis and QA expertise for licensing systems, particularly within Texas state licensing agencies
Demonstrate deep understanding of the license life cycle, including new license applications and ongoing license management
Create detailed user stories, define acceptance criteria, and perform manual testing, including mobile application testing
Gather and document mobile requirements and design wireframes to support intuitive, user‑friendly interfaces
Engage with end users to validate requirements and gather feedback on proposed solutions
Provide QA consultation for projects, assignments, and special initiatives
Develop and review test cases, process change requests, and manage project scope, acceptance, installation, and deployment
Maintain business relationships with assigned vendors, evaluate technology solutions for best value, and review/approve monthly and annual invoices
Adhere to all TDA policies and procedures
Perform other duties as assigned
Qualification
Required
Strong experience with Agile methodologies, including user story creation, participation in Agile ceremonies, and leading Refinement and Sprint Planning sessions
Hands‑on experience using Azure DevOps, Jira, or similar tools; capable of performing highly complex (senior‑level) business analysis work
Ability to work under limited supervision with significant latitude for initiative and independent judgment
Experience coordinating the analysis of program policies and procedures to determine their impact on automated systems and functional areas
Experience coordinating with external vendors and contractors to complete projects and service requests; ability to define and assign tasks
Proven ability to identify opportunities for business process automation and assist in preparing proposals for new system development; skilled in application analysis, troubleshooting, and solution implementation
Experience providing complex QA consultation or oversight for projects, assignments, or special initiatives
Ability to review complex project deliverables—such as charters, design documentation, test plans, and risk assessment plans—and provide actionable feedback
Experience developing training curricula and conducting formal training sessions for assigned system modules; skilled in developing and reviewing test cases and processing change requests
