The California Gambling Control Commission is responsible for regulating gambling activities within the State. They are seeking a Regulatory and Legislative Specialist to develop and manage complex regulations and conduct technical analysis related to gambling regulations and legislation.

Responsibilities

Developing and managing the Commission’s complex and politically sensitive regulations (rulemaking) packages throughout the regulatory process
Conducting comprehensive and technical analysis and research related to gambling-related regulations and legislation
Independently promulgate complex and politically sensitive regulations packages
Conduct specialized research, analysis, and surveys on gambling-related regulations and legislation that are essential to meeting the Commission’s strategic objectives

ANALYST III
The successful candidate must reside in California upon appointment
The appointee is required to complete a Form 700 within 30 days of appointment and annually thereafter
A Statement of Qualifications (SOQ) is REQUIRED and must be submitted with your Employment Application (STD.678)
Responses must be typed in Arial 12-point font, and should not exceed two (2) pages in length
Must include applicants first and last name
Restate and number each question below before providing response
Answer each numbered question below separately
Be specific with your responses and provide work-related examples
Describe your experience critically analyzing public policy and developing recommendations
Provide an example of when you oversaw a complex project
Describe your experience making oral presentations and/or leading meetings
Applications without an SOQ or incomplete SOQ's will be eliminated

All Experience and Education relating to the Minimum Qualifications listed on the Classification Specification should be included to demonstrate how you meet the Minimum Qualifications for the position
Applicants who wish to laterally transfer from another state classification must provide proof that they meet the minimum qualifications for this classification
Possession of minimum qualifications will be verified prior to interview and/or appointment
If it is determined an applicant does not meet the minimum qualifications, the application may be forwarded to the State Personnel Board for review and the applicant's name may be removed from the eligibility list

Applicants with foreign degrees must provide an official foreign transcript evaluation that indicates coursework is equivalent to a degree from an accredited U.S. College or University

Preferred

Experience in regulations development and legislative analysis is highly desirable
Expert knowledge of the organization, functions, and processes of the Executive and Legislative branches of California State Government is desirable
Experience working collaboratively with multiple stakeholders with varying interests to achieve a common goal
The ability to negotiate among various stakeholders with differing interests
The ability to represent the Commission in a professional manner
Knowledge of policy-making and administrative processes, including state and federal legislation and state regulations
Attention to detail
Knowledge of research methods and survey techniques
The ability to prepare and present information clearly, concisely, and accurately
The ability to reason logically and creatively, utilizing a variety of analytical techniques to resolve complex issues and make recommendations
Demonstrated ability to work with minimal direction and supervision, to initiate action independently, and to handle multiple assignments simultaneously
