The NYC Department of Social Services administers Medicaid and related public health insurance programs for the City of New York. The Regional Director will manage the operations of multiple community offices involved in processing applications and service requests for Medicaid eligibility, ensuring compliance with regulations and enhancing productivity.

Responsibilities
Oversee the operations of the day-to-day activities of the MAP Community Offices involved in determining eligibility for Medicaid. Ensure that the Community Offices adhere to agency protocols and complies with Federal, State and Local Laws and established timelines. Observe and review work output and results, activity reports and conducts group and one-on-one meetings, counseling and on the job trainings; monitor time and leave
Direct the Community Office Site Manager in the proper operation of the office, such that services are provided to consumers based on State and Federal regulations. Manage the implementation and adherence to internal procedures, ensuring that unit the community offices comply with all regulatory and procedural guidelines; interprets, for site managers, departmental and other pertinent rules and regulations for unilateral application of procedures
Responsible for the adherence to policies and procedures established to improve the effectiveness, efficiency and productivity of the Community Offices. Monitor staff activities and operations for uniformity and optimal efficiency. Maintains oversight and effective control of reporting systems that provide accurate and timely monitoring of performance
Collaborate with the Director in establishing strategies, approaches and protocols for the implementation of the Program and other initiatives
Interact with other HRA programs, New York State Department of Health (NYSDOH) and other agencies on issues related to consumers’ issues/concerns
Provide Medicaid Offices’ statistical management reports to the Program Director. These reports identify deficiencies and provide information to assist management to plan strategies to improve productivity and enhance administrative processes
Intercede to address and resolve complaints, issues and concerns submitted by consumers and government entities
Qualification
Required
A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty
An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in '1' above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in '1' above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty
Education and/or experience equivalent to '1', '2' or '3' above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in '1', '2' or '3' above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in '1', '2' or '3' above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years
Preferred
Strong management and communication skills
Experience leading teams/areas in excess of 100 staff members
Understanding and knowledge of Medicaid and Medical insurance
