Budget Manager
Pacific Executive Search is seeking a Budget Manager to join a mission-driven public agency focused on wastewater and solid waste operations. This leadership role involves driving strategic financial planning, enhancing capital deployment strategies, and collaborating across diverse teams to ensure financial sustainability.

Responsibilities
Lead comprehensive budgeting, forecasting, and long-term financial modeling to optimize agency operations and revenue generation
Conduct detailed revenue modeling, focusing on wastewater revenue collection, which constitutes approximately 70% of agency income
Collaborate with engineering and operations teams on Capital Improvement Program (CIP) planning and effective capital allocation
Support long-term financing initiatives, including state grants and bond coordination, ensuring financial sustainability
Oversee a team of direct reports, fostering cross-functional partnerships to drive district-wide financial initiatives
Present complex rate structures and financial recommendations to Boards and oversight committees, ensuring transparency and clarity
Guide customer service investigations and revenue collection operations, maintaining strong interdepartmental relationships
Qualification
Required
Strong background in financial planning and analysis (FP&A), including rate modeling and long-term forecasting
Proven problem-solving skills and analytical rigor, ideally in engineering-heavy or infrastructure environments
Excellent communication skills, with the ability to present complex financial proposals effectively
Leadership experience in managing teams and collaborating across functions
Preferred
Experience in municipal finance, utilities, or public infrastructure
Familiarity with capital planning, grants, or bond financing
An engineering mindset, characterized by systems thinking and operational awareness
