Responsibilities

Serves as the 408 Program Manager for the Jacksonville District’s Programs and Project Management Division (PPMD) in the Programs and Project Delivery Branch
The Program Manager plays a key role in overseeing implementation of Section 408 of Title 33, U.S. Code, which governs permission requests to alter or affect USACE Civil Works projects such as dams, levees, and waterways
Responsibilities include managing all aspects of the 408 program to ensure compliance with applicable laws, regulations, and USACE processes
The manager develops budgets, prepares reports, and ensures accurate data management to support program execution
This position requires furnishing authoritative responses to 408 permission requests, questions, and issues, while representing the District Engineer and Deputy for Programs and Project Management when coordinating with local, state, and municipal authorities
The Program Manager integrates technical reviews throughout program phases, ensuring compliance, transparency, and well-documented decision-making
The role requires maintaining accurate records, providing timely updates through meeting notes, SPOTREPs, and data calls, and ensuring databases and trackers are up to date
A central responsibility is establishing and maintaining effective working relationships with federal, state, county, and municipal stakeholders engaged in the Section 408 program
The Program Manager also ensures all assigned tasks, suspenses, and inquiries are addressed in a timely and complete manner
This position demands a comprehensive understanding of Section 408 authorities and processes, the ability to coordinate interdisciplinary review teams, and the judgment to balance technical, policy, and stakeholder considerations
Serving as the main point of contact for the District’s 408 program, the manager ensures program objectives are achieved while safeguarding the public interest and maintaining the usefulness of USACE Civil Works projects
This position will also serve as a Project Manager to support projects under other programs within the division, providing leadership, coordination, and technical oversight as required

This position has been designated as performing Project and/or Program Management functions. In accordance with USACE policy and the Program and Project Management Career Development Plan (CDP), Program and Project Managers are required to achieve CDP certification. Employees should consult with management regarding the applicable certification level and timeframe for completion, as this is a condition of employment
