Management Analyst

Air Force Civilian Service is seeking a Full-Time Management Analyst to work at Air Force Material Command. The primary purpose of this role is to serve as a recruiting coordinator responsible for the recruitment and hiring of personnel, while also providing management consultant capabilities to improve mission effectiveness and resource efficiency.

Responsibilities

Serve as a recruiting coordinator responsible for the recruitment and hiring of personnel into AFSC/SW
Perform related studies of universities to identify where high performing Science and Engineering candidates are located
Visit campuses for career fairs and other events to acquire talent
Facilitate onboarding candidates from the identification phase through new employee processing
Outreach with multiple organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, work processes and provide management consultant capabilities to improve matters of mission effectiveness, resource efficiency and resource savings
Provide management consultant services on civilian personnel functions, civilian position management, recruiting techniques, classification, pay, etc. for assigned organizations
Review, coordinate, and monitor Requests for Personnel Action (RPAs) submitted from assigned unit and/or subordinate units
Utilize independent judgment and expertise to provide senior leadership, commanders, managers, supervisors and civilian employees with recommendations to improve support and management oversight for serviced organizations on the most effective and efficient management of manpower and personnel
Provide human resources support inclusive of Manpower, Personnel, EEO, Awards, Telework, Career Broadening, Civilian Performance and Appraisals, Civilian Employment Plan (CEP)
Maintain manpower authorizations, end strength and work year execution to include realignments and manpower authorization changes
Work as a liaison with the local Civilian Personnel Office (CPO), AFSC Center Senior Functional Offices (CSFO), and Air Force Personnel Center (AFPC) when initiating personnel actions and selections IAW federal laws, HAF, AFMC and Center directives/processes
Serve as Wing focal point for local Union negotiations and the local EEO Programs in accordance with local MLA supplements
Ensure all transactions are in accordance with local installation guidance and directives
Centrally manage execution of human resource functions, personnel programs, and talent acquisition in accordance with all applicable Air Force Instructions (AFIs) and associated guidelines developed by the Directorate of Personnel (DP), Civilian Personnel Section (CPS), and the Air Force Personnel Center (AFPC)
Execute human resource programs in support of group and staff offices to ensure mission success by identifying proper skill requirements, evaluating appropriate movement/alignment of personnel and positions, and developing/managing required core documents
Conduct gap analysis and work with DP, CPS, and AFPC on executing HR mission goals and objectives
Provide executive-level Directorate specific advice and recommendations on manning/skills/cross-functional alignment to address workload changes and mission requirements
Oversee execution and management of the Directorate unit manpower document

Must be able to pass a pre-employment physical (if applicable)
Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing
Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance
Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas
Ability to work with various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution
Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required
