Responsibilities

Provides advanced professional leadership in the administration of major economic development financing programs
Serves as the agency’s primary coordinator for the statewide activities of the Minnesota Agricultural and Economic Development Board (MAEDB)
Manages structurally complex, politically sensitive, and high-value business subsidy programs—including the Minnesota Forward Fund and 21st Century Fund
Ensures these programs operate in alignment with statutory requirements, agency priorities, and sound financial practices
Evaluates project proposals, structures multi-layered financing packages, negotiates directly with businesses, and advises senior leadership on strategies that balance economic impact with financial and legal risk
Prepares and ensures the accuracy of public documents such as program guidelines, annual reports, legislative materials, fiscal notes, budget requests, and financing agreements
Provides technical assistance to communities and businesses, monitors compliance with state and federal requirements, and implements corrective actions when necessary
Provides specialized compliance expertise to the Office of Business Finance, advising managers and program staff on statutory interpretation, regulatory requirements, and risk mitigation
Communicates complex financial, statutory, and programmatic concepts to diverse audiences
Operates with significant independence and is accountable for the accuracy, completeness, and legal sufficiency of all program and Board-related documents
Travels for client and project monitoring throughout the state a few times a month

Required

Four (4) years of professional experience in economic development, public finance, commercial lending, government program administration, or a related field as determined by the agency
Bachelor's degree in Business, Accounting, Finance, Public Administration, Public Policy or other closely related field as determined by the agency may substitute for one (1) year of experience; master's degree substitute for eighteen (18) months of experience
Experience interpreting and applying state or federal statutes, rules, regulations, or program requirements
Experience coordinating economic development projects or programs involving multiple stakeholders, agencies, or partners
Experience supporting or staffing boards, commissions, or high-level decision-making bodies, including preparing agendas, briefing materials, and public documents

Preferred

Experience administering or structuring public-sector financing tools, such as loans, grants, tax incentives, conduit bonds, or other business subsidy programs
Experience preparing formal documents such as reports, program guidelines, contracts, legal agreements, or legislative materials
Experience analyzing financial statements, collateral structures, assessing project feasibility, and evaluating financial and legal risk
Preferred candidates will have a variety of experiences working effectively with others from different backgrounds and cultures
