Responsibilities
Gather, analyze, and document business requirements, user needs, and existing processes
Translate business requirements into detailed user stories with clear acceptance criteria
Analyze program policies and procedures to assess impacts on automated systems
Identify and recommend opportunities to improve business processes through automation
Perform QA reviews of user stories and system functionality
Develop, review, and execute test cases, including manual and mobile application testing
Validate acceptance criteria, non-functional requirements, and scope alignment
Provide QA consultation and oversight for projects and special initiatives
Manage change requests and support system acceptance, deployment, and installation
Develop training curricula and materials for internal and external users
Conduct formal training sessions for assigned system modules
Prepare, review, and contribute to complex project documentation, including:
Project charters
Project and test plans
Risk management and assessment documentation
Collaborate with end users for requirements validation and solution feedback
Coordinate with vendors and contractors to support project delivery
Review and approve vendor invoices
Ensure compliance with all TDA policies, procedures, and governance standards
Qualification
Required
8+ years of senior-level business analysis experience
8+ years working in Agile environments, including: User story creation, Participation in all Agile ceremonies, Leading refinement and sprint planning sessions
8+ years using Agile tools such as Azure DevOps, Jira, or similar
Proven ability to work with limited supervision and exercise independent judgment
Extensive experience providing QA consultation and oversight
Strong background reviewing and contributing to complex project documentation
Demonstrated experience developing and delivering training programs
Preferred
Prior experience working with Texas Department of Agriculture (TDA) systems
Experience supporting licensing systems, including full license lifecycle management
Experience gathering mobile application requirements and creating wireframes
