Highway Foreman / San Tan Maintenance (Departmental Promotion Only)

Responsibilities
Supervise work crews performing construction and maintenance activities for roadways, traffic controls, drainage systems, and infrastructure and supervise and inspect construction and maintenance projects to assure work quality, effective use of resources, and compliance to County policies, procedures, and standards
Schedule projects for the maintenance work crews, assign projects, staff, vehicles, and equipment, meet regularly with staff to discuss and resolve project schedules, equipment and workload issues, provide assistance and training in technical issues and responsibilities, and work with employees to correct performance deficiencies
Manage project budgets and order and stage materials, supplies, and equipment for work projects
Train staff in PWD work methods and safety procedures and evaluate and control ongoing work projects to assure that safety rules and regulations are followed
Inspect Pinal County roads, roadways, drainage systems, traffic control signs, and infrastructure, evaluate conditions, and recommend priorities for maintenance and repair projects
Oversee PWD administrative activities including employee scheduling, payroll reporting, work order processing, project cost estimates, work activity reports, and identify and resolve safety conditions and security issues
Review and maintain required daily logs, reports, and maintenance records and generate activity reports as required
Operate PWD vehicles and motorized equipment, as needed, to meet workload demands, work on assigned projects and make appropriate decisions based on work experience
Promote and enforce safety rules and regulations, verify proper safety precautions in all work performed, and resolve safety hazards, equipment problems, and emergency situations
Provide customer service, investigate citizen complaints and service requests, coordinate resolution of conflicts and disagreements, and explain county policies, codes, and regulations
Respond to emergency callouts resulting from severe weather, major accidents, and other incidents, assign tasks, and coordinate crew activity during emergency events
Perform administrative work of considerable difficulty in the planning, directing, and coordinating activities of Asphalt Rock Dust Palliative (ARDP) program to ensure that goals or objectives are accomplished
Responsible for the direct supervision of the Construction Crew
Oversee and approve employee's work product and coordinate multiple activities and resources including staff, supplies, equipment, funds, and/or contract resources
Supervise road maintenance yard of equipment operators
Maintain dirt and paved roads to a standard that makes them safe for public to travel on. Enforce county policies
Meet with upper management
Attend training classes
Interact with the public about concerns within the right of way
Respond to public request for maintenance on roads a particular area
Evaluate, train, and test new employees for purpose of obtaining a CDL as a condition of employment
Inspect equipment for safety and compliance with state and federal regulations
Implement any and all new information pertaining to CDL business in a timely manner

Maintain absolute confidentiality of work-related issues, customer records, and restricted County information
Perform other related duties as required
Qualification
Required
High school diploma or GED equivalent
Five (5) years of experience of highway maintenance work including two (2) years of Assistant Foreman or supervisory work experience
Possess and maintain an Arizona State Commercial Class A Driver's License, with tanker endorsement within 6 months of hire
Arizona residents must have an Arizona Driver's License upon hire; newly established Arizona Residents must have one within 30 days of hire
Knowledge of county organization, operations, policies, and procedures
Knowledge of principles and practices of administrative management, including personnel rules, supervision, budgets, project management, and records management
Knowledge of materials, methods, tools, equipment, and supplies used in roadway maintenance
Knowledge of Federal and state safety rules and regulations, including OSHA, Manual on Uniform Traffic Control Devices (MUTCD), AZ-DOT standards, protocols, specifications, and guidelines for public works construction and safety standards in hazardous traffic environments
Knowledge of drug and alcohol testing guidelines for Commercial Driver's License
Knowledge of county geography, traffic patterns, streets, landmarks, and PWD facility locations
Knowledge of occupational hazards and safety precautions, including proper use and storage of chemicals, and OSHA Material Safety Data Sheets (MSDS) for hazardous chemicals used in the workplace
Knowledge of personal computers utilizing standard and specialized software, including Geographic Information Systems (GIS)
Skill in assessing and prioritizing multiple tasks, projects, and demands and planning and coordinating the work of others
Skill in using initiative and independent judgment within established procedural guidelines
Skill in performing a full range of skilled and semi-skilled PWD maintenance work
Ability to promote and enforce safe work practices
Ability to communicate with residents concerning complaints, project completion, and access to properties
