TRAINING AND DEVELOPMENT PROGRAM MANAGER
NEOGOV is the Louisiana Office of Juvenile Justice, which is dedicated to providing individualized services to youth. The Training and Development Program Manager will guide training efforts across facilities, ensuring staff are equipped to fulfill the agency's mission effectively.

Responsibilities
Assess agencywide training needs and partner with HR and leadership to design effective, high-quality training programs
Evaluate training outcomes, maintain statewide training records, and ensure staff meet all Civil Service, ACA, PREA, and ORM requirements
Develop and update training curricula, technical presentations, and instructional materials for diverse audiences
Support facility and regional trainers through coaching, curriculum updates, and hands-on training
Lead diversity, equity, and inclusion initiatives, including leadership development programs for underrepresented staff
Provide consultation to facility and regional leadership on training needs and workforce development strategies
Qualification
Required
Six years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services
Six years of full-time experience in any field plus three years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services
A bachelor's degree plus three years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services
An advanced degree in education, instructional design, business or public administration, industrial and organizational psychology, organizational behavior or human resources plus two years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience
The incumbent of this position must not have been convicted or pled nolo contendere to a crime listed in R.S. 15:587.1 (c)
Prior to an appointment, the selected applicant must take and pass a drug screening test, possess a valid Louisiana Driver's License and clear a background check
