Program Manager (Disaster Prevention and Relief)

Fortiva is partnering with a global construction and consultancy firm to appoint an experienced Program Manager to lead large-scale disaster relief, recovery, and prevention programs across the United States. This role will oversee complex, multi-year construction programs focused on resilience, mitigation, and rebuilding critical infrastructure in response to natural and climate-related disasters.

Responsibilities

Lead and manage multi-project disaster relief and prevention construction programs, ensuring delivery on time, within budget, and aligned to funding and compliance requirements
Coordinate with FEMA, HUD, and USACE, as well as state emergency management agencies, municipalities, and authorities, through planning, approvals, and execution
Oversee end-to-end delivery across planning, design coordination, procurement, permitting, construction, and close-out
Establish program governance, controls, and reporting to support grant compliance, audit readiness, and stakeholder transparency
Manage stakeholder engagement across public agencies, community groups, consultants, contractors, and program partners
Identify and mitigate risks relating to safety, schedule, cost, supply chain, environmental constraints, and community impact
Build and lead high-performing teams across multiple geographies and disciplines
Ensure quality standards, resilience outcomes, and long-term asset performance goals are achieved

Required

Proven experience delivering large-scale construction programs within disaster recovery, resilience, critical infrastructure, or public-sector environments
Demonstrable experience working with or supporting programs funded/regulated by FEMA (e.g., Public Assistance, Hazard Mitigation), HUD (e.g., CDBG-DR / CDBG-MIT), and/or partnering delivery environments involving USACE
Strong understanding of construction delivery for critical infrastructure, utilities, transportation, facilities, and MEP-intensive projects
Strong leadership, communication, and stakeholder management capability across multi-agency environments
Solid commercial and contractual acumen, ideally within publicly funded / regulated construction programs

Preferred

PMP or equivalent certification
