Water Resources Project Engineer I
IVYLYN Believe Build is a well-established engineering firm seeking a motivated Mid-Level Water Resources Engineer to join its Virginia Beach, VA office. The role involves developing drainage and stormwater management designs, performing hydrologic and hydraulic analyses, and collaborating with cross-functional engineering teams on infrastructure projects.
Responsibilities
Develop drainage and stormwater management designs in compliance with client requirements, state regulations, and applicable design standards
Perform hydrologic and hydraulic analyses, including watershed studies and complex modeling for transportation and site development projects
Prepare erosion and sediment control plans in accordance with Virginia and local municipality requirements
Utilize industry-standard engineering software to produce accurate and efficient designs
Review and analyze survey data, maps, aerial photography, drawings, and topographic or geologic information to support engineering decisions
Assist with preparation of contract documents, including scopes of work, fee estimates, plans, reports, specifications, and construction cost estimates
Coordinate with contractors, regulatory agencies, outside consultants, and internal engineering teams across multiple disciplines
Provide support during the construction phase, including responding to design-related inquiries and field issues
Work in a collaborative team environment alongside engineers from transportation, environmental, and other civil disciplines
Serve as a technical mentor to junior engineers, providing guidance and technical oversight
Manage multiple concurrent projects while maintaining quality, schedules, and budget expectations
Qualification
Required
Bachelor's degree in Civil Engineering or Environmental Engineering with an emphasis in Water Resources from an ABET-accredited program
4–10 years of professional experience in Water Resources Engineering
Professional Engineer (PE) license in the State of Virginia, or ability to obtain licensure within 6 months of hire
Experience with hydrologic modeling methodologies, including TR-55, TR-20, and Rational Method
Experience performing hydraulic modeling using HEC-RAS, HY-8, HydroCAD, or comparable software
Demonstrated experience in drainage design, stormwater management design, and erosion & sediment control
Prior experience working with local and state agency clients
Strong organizational and time management skills with the ability to manage multiple projects simultaneously
Proficiency in MicroStation OpenRoads Designer
Experience using HEC-RAS, PCSWMM, and other hydrologic/hydraulic modeling tools
Strong understanding of Virginia stormwater regulations
Experience designing linear drainage systems and site development projects
Proficiency with Microsoft Office applications
Excellent written and verbal communication skills
Preferred
Virginia DEQ Certified Stormwater Management Combined Administrator
Familiarity with VDOT and Locally Administered Project (LAP) requirements and procedures
Experience with GIS tools and applications
Knowledge of infrastructure projects within Hampton Roads municipalities
