PROGRAM MANAGER

Responsibilities

You will serve as the principal integrator for warfare systems for the LHA(R) and LPD 17 Class, ensuring systems are aligned with PMS 377 program requirements, budgets, schedules, and platform integration needs
You will lead the planning, coordination, and execution of combat systems integration, synchronizing efforts across multiple program offices, warfare centers, systems commands, shipbuilders, and fleet stakeholders
You will oversee the integration and delivery of Government Furnished Equipment (GFE), ensuring configuration, readiness, and installation timelines are fully aligned with ship construction milestones
You will provide programmatic oversight and coordination with organizations responsible for warfare systems procurement, ensuring requirements, technical baselines, cost profiles, and delivery schedules
You will identify, assess, and manage cost, schedule, and performance risks associated with warfare systems integration, elevating issues and recommending mitigation strategies to senior leadership
You will establish priorities, assign work, and manage schedules for warfare systems integration efforts, ensuring timely and effective execution in support of ship program milestones
You will apply program management, integration, and business principles to analyze complex cross-program issues, probe root causes, and develop coordinated courses of action
You will develop and execute strategies for warfare systems planning, budgeting, and execution, ensuring alignment across contributing programs and platform-level constraints
You will communicate warfare systems integration status, risks, and execution plans through written and oral forums to internal and external stakeholders at all levels
You will perform supervisory duties to include providing administrative and technical guidance, employee performance evaluations, identifying training needs, and workload management

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA)
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: performing cost, schedule, performance, technical, or testing activities (e.g., combat systems, testing, logistics, budget, coordinating program requirements across internal and external stakeholders) on major shipbuilding acquisition programs
