Groundwater Environmental Science Specialist
Y-12 National Security Complex is seeking a Groundwater Environmental Science Specialist to ensure compliance with environmental laws and regulations under the Groundwater Protection Program. Responsibilities
Interpret federal and state laws, regulations, and DOE orders as they apply to environmental practices under the Y-12 Groundwater Protection Program (GWPP)
Follows policies and procedures to ensure that work activities are in compliance with the appropriate statutes and regulations and that reporting requirements are met
Monitor pollution prevention activities, compliance, and auditing efforts
Review and analyzes environmental documentation issued by the federal EPA, state, and local regulatory agencies
Work with the Environmental Compliance Department (ECD) management to assess impacts on company operations and publishes compliance strategies and requirements, assists in EPA, state, and local regulatory audits
Ensure that inspections are conducted, corrective actions are completed on time, and all necessary documentation is maintained
Assist in investigations and resolves compliance issues and problems, questions, or complaints received from within the company, customers, government regulatory agencies, etc
Assists and evaluate current policies, procedures, and documentation for compliance with government laws and regulations
Provide technical expertise and support for the GWPP and related to groundwater issues
Has direct responsibility for the coordination and implementation of groundwater surveillance monitoring and analytical data quality assurance to comply with DOE Orders
Prepare written and/or provide oral summaries, informal reports, and progress reports for ECD management review
Coordinate field monitoring to meet annual sampling and analysis plans and in accordance with prescribed procedures, field and analytical methods, and requirements
Coordinate with a wide range of Y-12 organizations to meet site access requirements to perform monitoring as directed by the ECD manager
Provide technical expertise on groundwater sampling and oversight of field monitoring activities and ensures that all field personnel meet training and qualification requirements
Creates, maintains, and updates field procedures and applicable Job Hazard Analyses for all groundwater related field work
Manages wastes from GWPP activities, including RCRA Hazardous waste
Provide assistance in the resolution of data problems and incongruities, anomalous results, data quality and data validation issues, trending analysis issues, and general quality assurance issues
Communicate with environmental regulators on groundwater monitoring issues
Implements the Well Inspection and Maintenance Program for the Y-12 monitoring well network and collection of representative water compliance samples and hydrologic information
Identifies and issues specified well maintenance work packages with specifications to a maintenance service provider (internal or subcontractor), and compiles Well Inspection and Maintenance Reports
Provide technical support and direction to well drilling projects including planning and coordination and hydrogeologic logging support and documentation
Qualification
Required
Bachelor's Degree plus four or more years of direct experience with geologic/groundwater related programs and regulations
OR Master's degree plus three or more years of direct experience
Candidate should be eligible for a Licensed Professional Geologist certificate in the State of Tennessee
In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., Baccalaureate in engineering or related scientific major 2 years job-related, and 1-year nuclear experience; or a DOE O 426.2A alternative)
Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status
The ability to obtain and maintain a Department of Energy Q clearance is required
This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination
This position may be categorized as a 'designated position' identified by 10 C.F.R. Part 709, requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination

Preferred
Bachelor's Degree in the Geological/Hydrogeological Sciences plus eight or more years of direct experience with geologic/groundwater related programs and regulations
OR Master's degree in Geological Sciences plus five or more years of direct experience
Possess a Licensed Professional Geologist certificate in the State of Tennessee
Experience in regulatory (RCRA, CERCLA, SDWA, PFAS/PFOA) compliance, and be familiar with U.S. EPA sampling and analytical methods
Proficient with ESRI ArcGIS software
