LEAD MANAGEMENT AND PROGRAM ANALYST
USAJOBS is seeking a Lead Management and Program Analyst to serve as the Chief Innovation Officer for Air Mobility Command (AMC). This role is responsible for formulating program goals, plans, and policies to develop, monitor, and sustain the AMC Innovation Charter.

Responsibilities
Communicates and integrates the organization's strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans, and work products and services. Communicates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion
Performs as Innovation Officer (CIO) to accomplish substantive advisory and managerial responsibilities to the AMC Commander. Serves as AMC senior innovation analyst and planner for developing strategies and policies to support the AMC Innovation Strategy objectives through application of emerging technologies and best practices
Serves as the primary liaison between AMC (staff, directorates, and commander) and wing commanders. Makes recommendations that have profound implications on support, funding, and implementation of programs
Represents innovation issues for the AMC commander in a variety of external and internal organizations at a high level and is able to act on behalf of AMC. Establishes, develops, and maintains effective working relationships with internal and external teammates across the Department of Defense, federal agencies, sister services, the Air Staff, MAJCOMs, Numbered Air Forces, regional accreditation groups, professional agencies, educational institutions, coalition partners, and contractors
Initiates special projects to resolve long and short-range problems in the application of emerging innovative technologies. Develops comprehensive, sometimes long-range studies to leverage technologies to enhance innovation, enhance workforce development, and other areas as determined by personal observation or as pointed out by others

A terminal degree with a specialization in technology or developmental operations research is highly desirable
Experience in a key leadership role at squadron or MAJCOM-level is desirable with a minimum of four years of experience on a MAJCOM or equivalent staff is highly desirable
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems
Mastery knowledge of innovation theories, technologies, methods, and current best practices to apply to broad and difficult assignments involving internal and external systems
Mastery knowledge of strategic planning, and organizational change principles to develop innovation business policies in very difficult assignments
Expert skill to plan, organize and oversee team study work and to negotiate effectively with senior leaders to accept and implement recommendations
Knowledge of AMC command program goals and objectives and how they affect AMC innovation program goals
Expert level knowledge and skill to gather, assemble and analyze facts, draw conclusions, devise solutions to problems that require interpretation or extension of policy guides
Demonstrated skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI, e.g. Lean, Six Sigma, benchmarking, metric/statistical analysis, and value stream mapping
Mastery knowledge of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness
Extensive knowledge of the major issues, program goals and objectives, work processes and administrative operations of units supported by the Chief Innovation Officer
Skill in explaining and justifying program changes in terms of the management benefits to be derived from them
Skill in organizing conferences and workshops as well as chairing or facilitating work groups, committees, processes, and action teams
Expert level knowledge of innovation processes and skill in applying laws, concepts, principles and contracting policies, regulations and practices for programming innovation projects
Expert level analytical skills to be able to continually analyze the status of the AMC innovation efforts to determine areas for improvement by greatest need
Ability to direct the accomplishment of analysis studies and reports relating to innovation requirements
Ability to analyze complexities of existing programs
Ability to communicate both orally and in writing
