Responsibilities
Serve as lead architect for enterprise business applications leveraging Dynamics 365, Power Platform, Power Pages, SharePoint, and Azure
Design end to end solution architectures that meet functional, security, scalability, performance, and maintainability requirements in regulated government environments
Maintain ownership of architectural artifacts, including:
Solution architecture diagrams
Architecture Decision Records (ADRs)
Integration patterns and data flows
Traceability matrices aligning business, technical, and compliance requirements
Establish and enforce architectural governance for complex programs, participating in and leading architecture review boards (ARBs)
Ensure alignment with public sector frameworks and controls, including StateRAMP, data protection, auditing, accessibility, and records retention requirements
Define test, validation, and quality strategies that ensure auditability, operational readiness, and long term solution sustainability
Provide architectural oversight for enterprise Application Lifecycle Management (ALM), including DevOps practices, CI/CD pipelines, solution versioning, and release governance
Guide teams in maintainable low code and pro code design patterns, balancing rapid delivery with long term platform stability
Collaborate with development, security, and operations teams to ensure reliable deployment and support models
Act as a trusted advisor to government stakeholders, including executive sponsors, program leaders, and IT leadership
Translate regulatory, policy, and programmatic requirements into actionable technical strategies, roadmaps, and architectural recommendations
Contribute to business cases, planning artifacts, and proposals supporting state and local government initiatives, with an emphasis on California public sector delivery models
Mentor architects and senior engineers, fostering architectural maturity and technical excellence across teams
Develop reusable intellectual property (reference architectures, patterns, accelerators) tailored to public sector Microsoft implementations
Contribute to thought leadership, practice development, and community engagement within the Microsoft ecosystem
Qualification
Required
Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field
12+ years of experience in solution architecture, enterprise systems design, or technology consulting
5+ years managing or contributing to complex, multi stream enterprise projects or portfolios
3+ years leading multidisciplinary technical teams
Demonstrated, hands on expertise with: Microsoft Dynamics 365 (Case Management, Customer Service, Finance & Operations), Power Platform (Power Apps, Power Automate, Power Pages), SharePoint and Azure
Strong understanding of SDLC, enterprise ALM, and modern delivery methodologies
Proven ability to engage and influence senior stakeholders with clear, executive level communication skills
Preferred
Master's degree in Computer Science, Information Technology, Engineering, or a related discipline
Direct experience delivering solutions for government customers, with strong preference for California state or local agencies
Experience supporting public health, human services, or social services programs
Familiarity with StateRAMP, government security requirements, accessibility standards, and data governance practices
Professional certifications in Cloud, Security, CRM, or Enterprise Architecture
Experience with organizational change management, adoption, and operational transition in the public sector
