Interior Designer
The U.S. Department of Veterans Affairs is looking for an Interior Designer to supervise the Interior Design Group of the Engineering Service at the Tibor Rubin Medical Center. The role involves designing patient-friendly environments, preparing interior design plans, managing budgets, and ensuring compliance with safety codes and regulations.

Responsibilities
Responsible for the design of patient-friendly environments which are conducive to healing - aesthetically appealing - safety code and regulation compliant - In addition - the incumbent works with site managers - department chiefs - project engineers - and contractors in planning - designing and developing interior design technical specifications - FF&E budgets for the activation and end user move in for construction projects up to 20 million dollars
Prepares space and interior design plans - using computer-aided drafting and software applications - such as AutoCAD - Revit - etc and free hand sketches showing layout of furniture finish materials legends and schedules - equipment - graphics - signage - etc. - on drawings to complete the designs required for each project
Provides technical guidance and monitoring of the contractor's performance and authorizations and regards to interior design issues
Specifies the installed material and finishes - furniture - fixtures and equipment (FF&E) to ensure that maintenance - cleanliness - longevity - appropriateness - environmental qualities - end user needs - and compliance with the overall design program are adhered to
Specifies and enters orders for furnishings - window treatments - floor coverings - ceilings - wall coverings and art - ambient lighting - and all other interior design related accoutrements
Verifies receipt of orders - coordinate storage if necessary and installation when space renovations are completed
Manages a reoccurring budget of over five million dollars per year and larger appropriations of non-recurring year- end funds as dispersed
Maintains interior and exterior signage and wayfinding comply with VA Signage Manual and ABAAS standards
Coordinates the installation of new signage and ensures the efficacy of signage and wayfinding in areas where new and existing intersect
Establish and maintain LBVAHCS interior design standard finishes for the medical center - including but not limited to offices - exam rooms - waiting rooms - conference rooms operating rooms - procedure rooms - in accordance with the VHA Technical Information Library - fire and life safety documents for compliance
Physical Requirements/Working Conditions: Work of the incumbent is accomplished at a desk and in the field
Must be able to perform site visits within the medical center and at area CVOCS
Must be able to perform site visits in construction sites throughout the hospital building structures and grounds - as required to view the area and plan for new work or advise upon completion of scheduled work

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-12 position you must have served 52 weeks at the GS-11
The grade may have been in any occupation - but must have been held in the Federal service
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement
In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization
Examples of specialized experience would typically include - but are not limited to: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying - researching - and creatively solving problems pertaining to the function and quality of the interior environment; performing services relative to interior spaces - including programming - design analysis - space planning and aesthetics - using specialized knowledge of interior construction - building systems and components - building codes - equipment - materials - and furnishings; preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health - safety - and welfare of the public; coordinating and integrating the mechanical - electrical - and structural engineering disciplines within the interior context; and managing projects - developing cost estimates - evaluating bid proposals - reviewing construction documents - participating in on-site construction visits - conducting pre- and post-occupancy evaluations - and developing standards for efficient space management
Applicants may substitute education for the required experience
To qualify based on education for this grade level you must possess a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree with a major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design - interior architecture - or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination

Applicants may also combine education and experience to qualify at this level
You must have a combination of graduate level education in a related field and specialized experience directly related to the work of the Interior Designer position - which may be used to meet the experience requirements for the GS-12 grade level
You will be rated on the following Competencies for this position: Administration and Management, Contract Administration, Design, Lead or Supervise, Leadership, Planning and Evaluating, Project Management
Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social)
Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment
You will receive credit for all qualifying experience - including volunteer experience
Note: A full year of work is considered to be 35-40 hours of work per week
Part-time experience will be credited on the basis of time actually spent in appropriate activities
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment
Work can vary from seated at a desk in front of a computer to extensive walking throughout the facility/grounds (interior and exterior) and visitation to construction sites and several off-site facilities
Work may require some lifting (<50lbs.) - light furniture moving/rearranging - carrying heavy and bulky catalogs/artwork/samples etc. and travel/driving as needed to showrooms - furniture dealers and satellite facilities
Dexterity is required related to duties performed in drafting - sketching and writing
Generally - works in an office environment but must conduct site visits throughout all areas of the organizational complex and satellite facilities
Inspects work sites during demolition and construction encountering noise - fumes - dust and debris
Precautionary measures should be taken in potentially infectious and construction areas
Required to use appropriate Personal Protective Equipment as required by OSHA and project conditions
